Primghar City Council Meeting and Public Hearing Minutes
The Primghar City Council met in a regular session on December 9, 2025, at 5:00 PM in the council chambers with Mayor Pro-Tem Kevin Smith presiding. Council present –Ryan Jenness, Steve Wittrock and Ken Miller. Absent – Kurt Edwards and Tim Honkomp. Staff present – Jarrett Russell, Jessica Whitney and Jaynee Rushton. Motion Jenness approving the consent agenda, approving, December 9, 2025 agenda, council minutes from November 10, 2025, Library minutes from November 12, 2025 and golf minutes from November 20, 2025. In addition, approving Brenda Day for her EMT Courses starting in January. Second Miller, all ayes, motion carried.
Visitors were Loren Flaugh and Sean Scroggin. Loren presented his idea of a mural painted or banner purchased for the 25th anniversary of 911. City is in agreement of doing something for this if a grant opportunity is available. Jaynee will visit with Kiana after January about what is available. Loren shared he went to the Clay county meeting about possibly displaying the banner in the clay county exhibit as well. Other websites and ideas were shared at the meeting for artists.
Thor Klinker was present to give an update on Nuisance abatement cases. Logan’s sent a letter asking for an extension, council approved April 1, 2026 as a final date with no more exceptions. Lane’s has had many concerns so agreed to move forward with a Nuisance case. Thor will reach out to Pizza Ranch on a plan.
City Attorney had no additional comments at this time.
During employee comments, Jarrett gave an update on some of the other projects and issues they have run into the last month. A lot of snow plowing, heater fix issues, starter ordered for the grater, new tire on plow. Discussion that leaves need to be done earlier next year, little more work on the corners for semi’s, less sanding on the square, and brooming onto the vehicles along the square should never happen. Discussion on some different ways to stay on top of leaves for next year. Have a bent shaft on the sweeper due to hitting something. Wondering if it is okay to burn the wood pile out at the dump, yes it is okay and the fire department will help with this. Jarrett will get in contact with Sean and Cory and some will take a half day off work to help with this. Jeff from MRES will be done next Friday but Jeff will still be signing off on his hours. Rushton and Russell had attended a meeting with some area towns about creating a plan. The goal is to get Jarrett completed within 6 months to get his journeyman.
Rushton shared she was getting quotes for stump grinding since our skid steer isn’t tolerating our stump grinder. She also shared the bill from Goebel salvage given to her from the generator removal. This does not include the profits. Council agreed to not pay any more than $3000 at this point since profits are not on the bill and we used a lot our city man power as well. Agreement to move strategic planning meeting to January.
Motion by Wittrock to approve an updated Employee handbook, seconded by Miller. All ayes, motion carried.
Motion by Jenness to approve MRES electric rate study proposal for 2026, seconded by Miller. All ayes, motion carried.
Motion Jenness to approve the Finance Report for November. Second Miller, all ayes, motion carried. Motion Miller to approve claims. Second Wittrock, all ayes, motion carried.
Council comments included finding additional places to pile snow as the elevator is full and would like no more piled there. Ideas brought up were Church of Christ, Sweeneys, Airport area, possible fairgrounds/football field. Camera on FNB back up and working!
Motion by Wittrock to adjourn. Second Jenness, all ayes, motion carried. The meeting adjourned at 5:55PM.

Public Hearing
Public Hearing – Amending Ordinance for Meter Read Date Change
The Primghar City Council met in a Public Hearing on December 9, 2025 in the council chambers with Mayor Pro-Tem Kevin Smith presiding. Council present –Ryan Jenness, Steve Wittrock and Ken Miller. Absent – Kurt Edwards and Tim Honkomp. Councilman Jenness opened the public hearing at 4:59PM. City Administrator, Jaynee Rushton, reported that a public hearing was scheduled to receive public comments. Having no oral or written comments, councilman Miller closed the hearing. It was moved by Councilmember Wittrock and supported by Councilmember Miller to approve Resolution 2025-29 Directing Sale and Authorizing the City of Primghar to enter into a contract and convey real estate owned by the City of Primghar. Upon roll call vote, the vote was as follows: Ayes: Jenness, Smith, Miller, Wittrock. Nays: none. Absent: Honkomp. Councilman Jenness approved Resolution 2025-30 – entering into a contract for the McCormack House purchase with Anthony Schulz, seconded by Wittrock. The Session then closed at 4:55PM.
