Primghar Public Hearing

City Administrator, Jaynee Rushton, reported that a public hearing was scheduled to receive public comments on the ordinance amending Title II, Chapter 2, Article 4, Appendix A, regarding sewer utility fees and rates. Mayor Pro Tem Smith opened the public hearing calling for all written and/or oral comments. City Administrator Jaynee Rushton reported that staff has been working on final costs associated with Primghar’s sewer project and that sewer utility fees and rates will need to be increased to cover Primghar’s bond obligations. Having no written comments nor hearing any oral comments, Mayor Pro Tem Smith closed the hearing. It was moved by Councilmember Honkomp and supported by Councilmember Jenness to approve the first reading of the ordinance amending Title II, Chapter 2, Article 4, Appendix A, regarding sewer utility fees and rates. Upon roll call vote, the vote was as follows: Ayes: Wittrock, Jenness, Honkomp, Miller, Smith. Nays: none. It was then moved by Councilmember Wittrock and supported by Councilmember Miller to suspend the requirements of Iowa Statute 380.3 that a proposed ordinance or amendment must be considered and voted on for passage at two council meetings prior to the meeting at which it is passed. Upon roll call vote, the vote was as follows: Ayes: Wittrock, Jenness, Honkomp, Miller, Smith. Nays: none. Whereupon Mayor Pro Tem Smith declared the motion approved. It was moved by Councilmember Jenness and supported by Councilmember Honkomp to approve the final reading of ordinance amending Title II, Chapter 2, Article 4, Appendix A, regarding sewer utility fees and rates as follows:
Upon roll call vote, the vote was as follows: Ayes: Wittrock, Jenness, Honkomp, Miller, Smith. Nays: none. Whereupon Mayor Pro Tem Smith declared the ordinance approved. (A copy of the ordinance is attached and does become a part of these minutes.)
