County Road M12 Resurfacing Project
County Road M12, aka Vine Avenue will be completely resurfaced beginning in the 2024 construction season. The project has been in the planning stage for several years. Different sections of the project are funded through different sources.
On October 3, the O’Brien County Supervisors approved two separate 28E agreements for this project, 1 with Hartley and 1 with Sutherland.
O’Brien County Engineer Dennis Clark explained the project breakdown. He stated that the road within city limits, both Hartley and Sutherland, will be 9 inches of new concrete. The roadway between city limits will be overlay.
Federal and Farm to Market funds is the source for the center 22 feet within the Hartley city limits. Hartley is said to be replacing utilities in the roadbed at their own expense. The city is also responsible for the shoulder replacement within city limits.
South of Hartley city limits to County Road B40 going west to Primghar will be paid for entirely by federal and farm to market funds. The cost of the project from Highway 18 to the B40 intersection is estimated to cost $3,010,000.
That intersection south changes the funding sources a bit. From B40 south to Highway 10 outside of Sutherland City limits will be overlay to the north Sutherland city limits and includes the shoulder work. The cost estimate is $3,440,000 and comes from federal, farm to market and local dollars. Inside the Sutherland city limits the project calls for 9 inches of concrete with the 22 center feet of roadway paid for by those dollars. The city is responsible for the cost of the shoulders. There is no extra work under discussion by the city at this time.
Iowa Department of Transportation will do a bid-letting for this project in January 2024. The start time is expected to be from April to July with an end date of the end of the calendar year.
Also during the 2024 construction season, O’Brien County will be resurfacing a 3-mile stretch north of Moneta to Highway 18. The project cost is $1.29 million all local funds.
