2023 – 2024 Iowa Home Energy Assistance Program
The 2023-24 Low-Income Home Energy Assistance Program (LIHEAP) has been established to help qualifying low-income Iowa homeowners and renters pay for a portion of their primary heating costs for the winter heating season.
The assistance is based on household income, household size, type of fuel, and type of housing. Upper Des Moines in Primghar is the Community Action that services O’Brien County. The office is located at 140 2nd Street SE; 957-1023.

Applications for individuals 60 and over, and/or disabled are taken October 1, 2023 to April 30, 2024. All other households begin November 1, 2023.
An applicant will need to provide proof of income for all household members age 18 and over) for the past 30 days, last 12 months or lat calendar year, depending on income type and whichever is most beneficial to applicant. You will also need Social Security numbers for all household members (documentation required), most recent heat bill and most recent electric bill.
Wage earners are required to bring copies of check stubs for the 30-day period preceding the application or the most recent income tax return. For households living on a fixed income such as Social Security, Supplemental Security Income, Veteran’s Assistance, Unemployment Insurance, and pensions. Self Employed Farmers must bring their most recent income tax return.
If you receive alimony or child support, it will also need to be verified. You may also be required to verify any other income.
