Paullina Council Meeting July 17
The Paullina City Council met in regular session on July 17th, 2023 in the Council Chambers, City Hall, 127 S Main St, Paullina, Iowa. Mayor Brenda Ebel Kruse called the meeting to order at 5:30 p.m. and led the Pledge of Allegiance.
Roll Call. Council Members present: Steve Heeren, Jay Jones, Jean Unrau, Carol Honkomp, Lexy Murphy. Mayor Ebel Kruse declared a quorum.
Also present: Deputy Clerk Michelle Wilson, Chief of Police Nathan Bremer, Fire Chief Ryan Harper (left 6:30pm). Guests: Glenda Heithus, Sharon Johnson, John Ihle, Nelda Werkmeister, & Shawn Strubbe. Press: Radtkes.
Open opportunity to address the Council: Glenda Heithus spoke about the TCA appointments, newspaper choices, bike path crossing safety & Maple St speeding. Nelda Werkmeister & John Ihle attended for consideration of the TCA positions.
Motion by Honkomp; second by Jones to approve agenda. All ayes. Motion carried.
Motion by Unrau; second by Jones to approve minutes from 7/05/23 regular meeting & 7/06/23 special meeting. All ayes. Motion carried.
After three candidates were presented, motion by Honkomp; second by Jones to appoint Nelda Werkmeister to the Paullina At-Large position on the TCA Board. Roll call vote: Ayes: Heeren, Honkomp, Jones, Murphy, & Unrau. Nays: None. Motion carried.
After Heeren asked for Ihle to be added to consideration for the remaining role, motion by Heeren; second by Murphy to appoint John Ihle to the Paullina At-Large position on the TCA Board. Roll call vote: Ayes: Heeren & Murphy. Nays: Honkomp, Jones, & Unrau. Motion failed.
motion by Jones; second by Unrau to appoint Donna Jensen to the TCA Programming Board. Roll call vote: Ayes: Jones, Unrau, & Honkomp. Nays: Heeren & Murphy. Motion carried.
After much discussion, motion by Heeren; second by Murphy to approve the O’Brien County’s Bell-Times-Courier (Marcus News) for legal publication of minutes and notices through Dec 2023. Roll call vote: Ayes: Heeren, Murphy & Unrau. Nays: Jones & Honkomp. Motion carried.
A list of completed work tasks was provided in Superintendent Top’s absence. Bremer reported the 2 dogs were rehomed outside City limits following the Vicious Dog hearing. Jones expressed concern over rising costs for TCA services. Honkomp reported with Unrau as Library Committee that Bob Deverwaere resigned from the Library Board & they will not be revising salaries.
Motion by Murphy; second by Heeren to adjourn meeting at 6:42 p.m. All ayes. Motion carried.
