The consent agenda received approval. Notable items in the consent agenda were appointment of Kiana Johnson and Barb Rowher to the Primghar Park Board, renewal of building leases with Kids Kampus and Primghar Community Building. The lease arrangement provides a funding avenue to maintain the buildings. Mary Schitee was approved to serve on Primghar Ambulance Team and Colin Odenbrett earned appointment as a junior fire fighter.
American Farm Company LLC received approval for a Class C Retail Alcohol license with outdoor service at the Fair Grounds. American Farm Company is hosting “The Ultimate Shop Party” sponsored by many area businesses and a concert by the ultimate Garth Brooks Tribute band. This event represents the launch of “Farmers Water” an “American Lager made with Corn” and brewed by American Farm Company LLC.
The library minutes updated council on the activities in the very busy library. Activities include First Wednesday after school activities, book club, National Library Week. Summer Reading Program, and changes to the Library Fair Booth. The usual book give away will not take place. Different library activities will take place instead.
The Golf Board report showed a push by the board for continued and improved cleaning of the clubhouse. The board is also making sure that golfers at Primghar are aware they cannot take their own alcohol on the course. Signing and filing of rental cart agreements is going well. There was discussion of Pepsi products in the Coco Cola cooler, something that must be changed. There was further talk about entering into an exclusivity contract to improve project funding. Storing golf carts overnight was an agenda item. Grounds Superintendent Dan Schnell’s opinion was that the wear and tear by the carts staying outside would be minimal. In “Dan’s expert opinion” putting away carts at night “isn’t much and wouldn’t worry…”.
The cost and replacement of tee box signs and sponsors was discussed. The Men’s bathroom painting is not forgotten about. The Cobblestone Classic invitations are set to go out in June. Discussion of a referral policy was had and the handicap software was renewed with additional space for new golfers.
Council was expected to approve a resolution advancing the Street Assessment. The Callahans attended with questions about the repairs to be made at 4th Street NE and Heritage Park Road. Their property has long endured water problems from drainage. Council tabled the action for further investigation into the construction planned at that location.
Likewise, the resolution to begin the bidding process for the wastewater treatment plant was tabled. Cost estimates came in approximately 20% over expectation and current financing plans. That cost overrun would force the city to impose prohibitive price increases to consumer sewer rates, up to $80 per month per household.
City staff and engineers are working with the state to explore financing options to keep the cost doable for Primghar residents.
Parry Baagara (not legible) placed the winning bid of $8055.01. He is from Fredericksburg, VA and will pick up the vehicle. The fire truck received 7 bids altogether.
