South O’Brien School Board Special Session
The South O’Brien School Board of Education met in special session on Monday April 11 for the purpose of consideration of resolutions to adopt levies and funding sources for the 2022-23 school year beginning July 1, 2022.
Following a public budget presentation each resolution was presented individually for consideration and questions by the board.
Resolutions adopted were:
Resolution for Increased Enrollment. This resolution allows South O’Brien to levy a property tax for the coming school year that will raise $52,381 to fund increased Allowable Growth for Enrollment Out and English Language Learner Beyond 5 years.
Resolution for Special Education Deficit. The Allowable Growth for the Special Education Deficit from this year will raise $220,844.14 to fund the Special Education deficit from the current budget year. According to Superintendent Wade Riley, this deficit amount is declining.
Resolution for Physical Plant and Equipment Levy. The 33 cents per $1000 of property valuation can be spent on Physical plant, transportation and technology. This levy is less than the state allowable maximum, but as property values in the school district rise the dollars available to the school district to improve its physical assets increases.
Resolution for Budget Guarantee. This resolution imposes that the budget for the coming school year will be 101% of regular program district costs of the current budget year (2021-22).
Resolution for Voted Physical Plant and Equipment Levy Income Surtax Rate. A payroll tax of 4% was voted by the public to help pay for physical plant expense.
Resolution for Instructional Support Levy Income Surtax Rate. This income surtax will fund instructional material including but not limited to textbooks and teacher aids. The rate is set at 6%.
Resolution for Budget Adoption. The SOS Board of Education passed the resolution to adopt the proposed budget made available to the public and with the use of the various levies available to a school district and adopted by resolution of the board of directors. The budget will be filed with the County Auditor and the State Comptroller.
The board accepted personnel changes and adjourned the meeting.
