City Council Meeting
City Hall – Paullina, Iowa
March 15, 2021
A regular meeting was called to order this date by Mayor John Ihle. Roll call was answered by Council Members Jean Unrau, Lexy Murphy, Steve Heeren, Carol Honkomp and Jay Jones; City Clerk Sandy Fritz, Water/Sewer Superintendent Chris Erdmann and Electric Superintendent Kelly Top, Chief of Police Nathan Bremer. Also present: Mari Radtke, Kent Faust, Brent Noteboom, Ryan Harper, Shawn Puhrmann, and Laura Palmer.
The following proceedings were had, to-wit:
Unrau moved and Murphy seconded the motion to approve the agenda for the March 15, 2021 regular meeting. Motion carried by all ayes.
Heeren moved and Jones seconded the motion to approve the Treasurer’s Report for the month of February 2021. Motion carried by all ayes.

Fritz reported we will be receiving $47,177.60 for unfair transmission rates pending no other request for a rehearing. We have found a different vendor to paint the water tower. Klimeck’s sewer and the cities main has been cameraed and no problem have been found.
Mayor Ihle announced that this was the time and place set for a public hearing on the matter of the FY 2022 City of Paullina’s Budget. The Mayor then asked if any written objections had been filed. City Clerk Fritz reported no written objections had been filed. The Mayor then asked for any oral objections and none were made. Where upon the Mayor declared the time for receiving any oral or written objections to be closed. Honkomp moved and Unrau seconded the motion to close the public hearing at 5:36 p.m. Motion carried by all ayes.
Unrau introduced Resolution #21-10 entitled “Resolution Approving the City of Paullina’s FY 2022 Budget.” Jones seconded the motion to adopt. Roll was called and the vote was a follows:
AYES – Unrau, Jones, Murphy, Heeren, Honkomp
NAYS: None
ABSENT: None
The Mayor declared the resolution as adopted.
Mayor Ihle announced that this was the time and place set for a public hearing on Rezoning request submitted John and Candy Hahn to change from General Industrial to Single Family Residential. The Mayor then asked if any written objections had been filed. City Clerk Fritz reported no written objections had been filed. The Mayor then asked for any oral objections and none were made. City Clerk Fritz reported the Planning and Zoning Board’s recommendation was to approve the rezoning change. Where upon the Mayor declared the time for receiving any oral or written objections to be closed. Honkomp moved and Unrau seconded the motion to close the public hearing at 5:40 p.m. Motion carried by all ayes.
Jones introduced Resolution #21-11 entitled “Resolution Approving Rezoning request for John and Candy Hahn to change their property from General Industrial to Single Family Residential and to prepare the Ordinance change amending the zoning map.” Heeren seconded the motion to adopt. Roll was called and the vote was a follows:
AYES – Unrau, Jones, Murphy, Heeren, Honkomp
NAYS: None

The Mayor Pro Tem declared the resolution as adopted.
Laura Palmer asked to close East Broadway Street from Main to Mickley on April 3 from 10:30 a.m. to 1 p.m. for an Easter Egg Hunt.
Honkomp introduced Resolution #21-13 entitled
“Resolution to close East Broadway Street from Main Street to Mickley Street on April 3, 2021 from 10:30 a.m. to 1:00 p.m. for an Easter Egg Hunt.” Murphy seconded the motion to adopt. Roll was called and the vote was a follows:
AYES – Unrau, Jones, Murphy, Heeren, Honkomp
NAYS: None

The Mayor Pro Tem declared the resolution as adopted.
Kent Faust, representing South O’Brien Insurance, presented the City of Paullina’s Property/ Liability Insurance Renewal. The total cost of the package will be $65,409 which is an increase of $6,143. The increase is in the property and linebacker insurance.
Murphy moved and Honkomp seconded the motion to approve renewing the City of Paullina’s Property/Liability insurance package with South O’Brien Insurance. Motion carried by all ayes.
Brent Noteboom and Ryan Harper presented a Power Point Presentation showing the new 2021 Mini Pumper the fire department would like to purchase. Noteboom and Harper answered various questions about the features, capability and warranties on the truck.
Jones moved and Unrau seconded the motion to table the purchase of a utility pick up until the next meeting. Motion carried by all ayes.
Honkomp moved and Unrau seconded the motion to donate $50 to the Zion – St. John Lutheran School Spring Fling Fundraiser. Motion carried by all ayes.
Murphy introduced Resolution #21-12 entitled “Resolution (1) approving the minimum development requirements, competitive criteria, and procedures for disposition of certain property located within the Urban Renewal Plan area; (2) Determining that the proposal submitted by Bunkers Feed & Supply, Inc. satisfies the operating requirements and declaring the intent of the City to enter into a Development Agreement by and among the City of Paullina and Bunkers Feed and Supply, Inc. in the event that no competing proposals are submitted; and (3) Solicting competing proposals.” Unrau seconded the motion to adopt. Roll was called and the vote was a follows:
AYES – Unrau, Jones, Murphy, Heeren, Honkomp

The Mayor Pro Tem declared the resolution as adopted.
Discusison was had on changing the format of the Junk pick up. Murphy moved and Honkomp seconded the motion to change the format of the junk pick up. We will have dumpsters available at the Lenz Building and all items will need to be brought to the dumpsters. There will be a charge for all items. Motion carried by all ayes.
Murphy moved and Unrau seconded the motion to accept Zach Hohbach’s resignation and to advertise the waste water positon. Motion carried by all ayes.
Discussion was had on hiring a City Administrator. Pros and cons were discussed.
The time being 7:18 P.M. Unrau moved and Murphy seconded the motion to adjourn. Motion carried by all ayes.
