City Council Meeting
City Hall – Paullina, Iowa – 5:30 P.M. December 6, 2021
A regular meeting was called to order this date by Mayor John Ihle. Roll call was answered by Council Members Steve Heeren, Jean Unrau, Lexy Murphy, Carol Honkomp and Jay Jones; City Clerk Sandy Fritz, Electric Superintendent Kelly Top, Kaden Hewlett, Chief of Police Nathan Bremer. Also present: Mari Radtke, Dennis Werkmeister, Jill Rausch, Cindy Richter and Brenda Ebel Kruse.
The following proceedings were had, to-wit:
Unrau moved and Murphy seconded the motion to approve the agenda for the December 6, 2021 regular meeting. Motion carried by all ayes.
Murphy moved and Unrau seconded the motion to approve the minutes of the November 1st and 15th, 2021 regular meetings. Motion carried by all ayes.
Honkomp moved and Murphy seconded the motion to approve the Claims List for the month of November, 2021. Motion carried by all ayes.

AUDIENCE
Kelly Top reported we have put up the Christmas lights and had to fix pipes in the lagoon. Heeren reported Greg Klimeck will check on the repair to the street in front of his house or the city will fill the street in with gravel for the winter. Honkomp and Unrau reported the ambulance squad has received the Affiliation Agreement from Orange City and may have the city attorney review it.
Mayor Ihle announced that this was the time and place set for a Public Hearing on the matter of a Rezoning Request from R1 – GI for Rene Johnson. Unrau moved and Murphy seconded the motion to open the public hearing at 5:42 p.m. Motion carried by all ayes.
The Mayor then asked if any written objections had been filed. City Clerk Fritz reported no written objections had been filed. The Mayor then asked for any oral objections. Cindy Richter stated it is a residential area and is should stay a residential area. Richter was concerned about the residential values of the property if area was used for storage of boats and campers. Concerns were expressed about the area turning into an area with junk vehicles. Richter stated Justin Hurtig could not attend the meeting but, they did not want this area to be rezoned. This area is a nice buffer between the elevator and the residential. Mayor Ihle stated they hauled in gravel at Neva Maytum’s and it was gone in a year. Discussion was had on developing the area for residential and fixing the drainage issue.
Where upon the Mayor declared the time for receiving any oral or written objections to be closed. Honkomp moved and Unrau seconded the motion to close the public hearing at 5:50 p.m. Motion carried by all ayes.
Heeren moved and Murphy seconded the motion to table the Rezoning Request from Rene Johnson until the December 20, 2021 meeting. Motion carried by all ayes.
Mayor Ihle announced that this was the time and place set for a Public Hearing on the matter of the 2021 City of Paullina Sports Facility Lighting Improvements Project. Murphy moved and Honkomp seconded the motion to open the public hearing at 5:52 p.m. Motion carried by all ayes.
The Mayor then asked if any written objections had been filed. City Clerk Fritz reported no written objections had been filed. The Mayor then asked for any oral objections.
Jason Eygaboard, from Beck Engineering, stated the low bid went to Ardent Lighting Group with the low bid at $229,760.00. The City of Paullina will take down the old poles and lights and bore in the new electric. The completion date is May 13, 2022.
Where upon the Mayor declared the time for receiving any oral or written objections to be closed. Murphy moved and Honkomp seconded the motion to close the public hearing at 5:58 p.m. Motion carried by all ayes.
Murphy moved and Jones seconded the motion to approve the bid from Ardent Lighting Company from Knoxville, Iowa for $229,760.00 for the 2021 City of Paullina Sports Facility Lighting Improvements. Motion carried by all ayes.
The Oath of Office for Paullina City Council was recited by Carol Honkomp.
Murphy moved and Unrau seconded the motion to approve a Class C Liquor, Outdoor Service, Sunday Sales and Catering Privileges for JW’s. Motion carried by all ayes.
Murphy moved and Heeren seconded the motion to accept the bid from Electric Power Systems for $17,880 to test circuit breakers and relays. Motion carried by all ayes.
Kelly Top and Kaden Hewlett discussed with the council the repairs that need to be made to city vehicles and vehicles we would like to sell.
They would like to sell the 1973 Flatbed, John Deere Tractor with mower, blade and grappling hook and grader.
Kaden stated we need to have a digger truck. We will send the inspection report to Terex to get an estimate on what needs to be repaired. The International Plow truck needs to have the clutch adjusted.
Discussion was had on placing the items for sale on Big Iron and sell the vehicles there.
The Employee Committee, comprised of Steve Heeren and Carol Honkomp, reported on the candidates they interviewed for the Superintendent of Utilities position and General Laborer position. Each candidate’s strengths and weaknesses were discussed. Wages and compensation were also discussed.
Unrau moved and Murphy moved to offer the General Laborer position to Joshus Biery at a starting wage of $17 per hour. Motion carried by all ayes.
The Superintendent’s position will be discussed at the December 13, 2021 special meeting.
The current lease with Molly Appeldorn for the property at 105 N Main Street was discussed. No action was taken at this time.
Discussion on using part time help to move snow was discussed. The City of Paullina is sincerely thankful for the offer to help but, we are looking for people how can commit to a schedule.
Fritz reported we need the following policy in place to apply for the BRIC funding. The City of Paullina needs the following policies: Fraud Reporting Policy, Procurement Policy and a Personally Identifiable Information and Protected Personally Identifiable Information Requirements Applicable to all Federal Grants. The council would like more time to review the policies. We will address the policies at the December 20, 2021 meeting.
Murphy moved and Unrau seconded the motion to approve Task Order Amendment to DGR Engineering Master Professional Services Agreement for the Standby Generator Addition Assessment for $10,000. Motion carried by all ayes.
Murphy moved and Unrau seconded the motion to enter into a closed session to discuss a legal issue at 7:42 p.m. On call of the roll the motion carried. The vote was as follows: AYES: Steve Heeren, Lexy Murphy, Jay Jones, Carol Honkomp and Jean Unrau. NAYS: None.

No action was taken.
Murphy moved and Heeren seconded the motion to enter into a closed session to discuss two real estate transactions at 7:55 p.m. On call of the roll the motion carried. The vote was as follows: AYES: Steve Heeren, Lexy Murphy, Jay Jones, Carol Honkomp and Jean Unrau. NAYS: None.

No action was taken on the first real estate transaction.
Honkomp moved and Unrau seconded the motion to rescind the motion to sell Lot 2 to Micah Powers based the lack of a concise plan. Motion carried by all ayes.
Murphy moved and Heeren seconded the motion to sell Lot 2 in the Paullina Industrial Park to Bunkers Feed and Supply for $8,000 per acre and a 2 year development time frame. Motion carried by all ayes.
The time being 8:15 p.m. Murphy moved and Heeren seconded the motion to adjourn. Motion carried by all ayes.
