South O’Brien School District Meeting Minutes Organizational Meeting 279.1 11/15/2021 06:30 PM

following Regular/Annual Meeting
A. Call to Order
Secretary Rupert called the meeting to order @ 7:03 p.m.
B. Administration of Oath of Office to Newly Elected Board Members
Secretary Rupert administered oath of office to newly-elected board members Sue McCauley, Gina Paulsen, Richard Radtke, Joshua Rausch.
C. Roll Call and Declaration of Quorum
Secretary Rupert read roll call. Present: John Beck, Brenda Kruse, Sue McCauley,
Gina Paulsen, Richard Radtke, Josh Rausch, Beth Sibenaller-Woodall, DJ Weber; Absent: none. Secretary Rupert declared a quorum present. Others present: Superintendent Wade Riley, Secretary Sharla Rupert, Business Manager Dee Ann Lansink, Principal Denise Phillips, four American Government students.
D. Adoption of Agenda
Motion by Gina Paulsen and seconded by Beth Sibenaller-Woodall to adopt agenda. Motion carried, all ayes.
E. Welcome and Delegation – none

  1. Citizens who have a place on the agenda may address the board on an issue of their concern during the discussion of that issue. Citizens who do not have a place on the agenda may address the board on any issue of their concern during the open forum of the regular meeting.
  2. Open Forum: The board may allow up to five minutes for citizens to discuss school matters with the board. Personnel matters are not to be discussed by or considered by the board until adequately considered by the administration.
  3. The open meeting law requires the posting of the board agenda more than 24 hours prior to the scheduled meeting. Topics not included on the agenda may be added only if good cause exists requiring expeditious discussion and/or emergency action on such matters.
    F. Election of Board President
  4. Nomination for President
    Motion by Sue McCauley and seconded by John Beck to nominate Gina Paulsen for Board President.
  5. Members Cast Ballots
    Due to only one nomination, board members may cast voice ballot. Motion carried, all ayes with Gina Paulsen named Board President.
  6. Oath of Office for President
    Secretary Rupert administered the oath of office to Gina Paulsen. Board President Paulsen assumed the chair.
    G. Election of Board Vice-President
  7. Nomination for Vice-President
    Motion by Josh Rausch and seconded by Richard Radtke to nominate John Beck for Board Vice-President.
  8. Members Cast Ballots
    Due to only one nomination, board members may cast voice ballot. Motion carried, all ayes with John Beck named Board Vice-President.
  9. Oath of Office for Vice-President
    Secretary Rupert administered the oath of office to John Beck.
    H. Board Procedural Issues
  10. Day of Week and Time for Board Meetings
    Motion by Sue McCauley and seconded by Josh Rausch that the South O’Brien Community School Board of Directors will meet on the fourth Monday of each month for their regular monthly board meeting or as set forth on the monthly board agenda. All regularly scheduled meetings will begin at 6:30 p.m. Ayes: Beck, Kruse, McCauley, Paulsen, Rausch, Sibenaller-Woodall; Nays: Radtke; Motion carried.
  11. Procedure for Placing Items on the Agenda and
  12. Structure for Board Meetings – Agenda Format
    Motion by Sue McCauley and seconded by John Beck that items may be placed on the agenda by contacting the Board President and/or the Superintendent no later than the Wednesday prior to the Monday board meeting and that a modified structure form of Roberts Rules of Order for meetings will be followed. Motion carried, all ayes.
    I. Appointment of School Board Committee Membership
    Motion by Sue McCauley and seconded by John Beck to approve 2021-2022 committee appointments as follows:
    Finance/Negotiations Committee – Gina Paulsen, Sue McCauley, John Beck
    Facilities/Transportation Committee – Brenda Kruse, Josh Rausch, Beth Sibenaller-Woodall
    Policy/Personnel Committee – Gina Paulsen, Sue McCauley, Richard Radtke
    Technology Committee – Richard Radtke, John Beck, Brenda Kruse
    Wellness Committee – Josh Rausch, Beth Sibenaller-Woodall
    District Leadership Team – rotation
    J. Unfinished Business – none
    K. New Business
  13. Appoint School District Secretary and Treasurer and Establish Salary
    a. Administer Oath of Office to Secretary and Treasurer and
    b. Acknowledge Insurance Coverage for Secretary and Treasurer Positions
    Motion by John Beck and seconded by Brenda Kruse to appoint Sharla Rupert as School Board Secretary and Marty Weber as School Board Treasurer with $0 salary. The salary for the secretary was approved with other contracts on April 27, 2021. It is acknowledged that a $300,000 surety bond is in effect with our insurance company (South O’Brien Insurance) for the secretary and treasurer. Motion carried, all ayes.
  14. Adopt Resolution Naming Depository Banks and Set Deposit Limit
    Motion by John Beck and seconded by Sue McCauley to adopt Resolution for Official Bank Depositories and Deposit Limits and Establishing Investment Limits of Public funds as follows: The Board of Education of South O’Brien School, desires to approve Security State Bank, Sutherland, Iowa; Iowa State Bank, Paullina, Iowa, Primghar Savings Bank, Primghar, Iowa; and the First National Bank, Primghar, Iowa as approved bank depositories of public funds. The Board of Education of South O’Brien School seeks to limit investment of public funds to $6,000,000 in Security State Bank, $2,000,000 in Iowa State Bank, $2,000,000 in Primghar Savings Bank and $2,000,000 in First National Bank. Ayes: Beck, Kruse, McCauley, Paulsen, Radtke, Rausch, Sibenaller-Woodall; Nays: none; Motion carried. Resolution is hereto attached and made part of these minutes.
  15. Appoint Legal Counsel
    Motion by Sue McCauley and seconded by Brenda Kruse to appoint Ahlers, Cooney, Dorweiler, Haynie, Smith & Albee, P.C. as legal counsel for the 2021-2022 year. Motion carried, all ayes.
  16. Declare a Newspaper for Official School Notices
    Motion by John Beck and seconded by Josh Rausch to declare the O’Brien County’s Bell/Times/Courier the official school newspaper. Motion carried, all ayes.
  17. Name Legislative Action Network (LAN) Member
    Motion by Brenda Kruse and seconded by Sue McCauley to name John Beck as Legislative Action Network (LAN) member for the 2021-2022 year. Motion carried, all ayes.
  18. Consider Approval of Resolution to Authorize FY22 Interfund Transfers between District Funds
    Motion by John Beck and seconded by Sue McCauley to approve Resolution to Authorize FY22 Interfund Transfers between District Funds to facilitate essential financial expenditures. Ayes: Beck, Kruse, McCauley, Paulsen, Radtke, Rausch, Sibenaller-Woodall; Nays: none; Motion carried. Resolution is hereto attached and made part of these minutes.
  19. Consider Approval of SBRC Application for Increased Enrollment/Open Enrollment Out/LEP
    a. Open Enrollment Out Not on Prior Year’s Headcount
    Motion by John Beck and seconded by Josh Rausch to authorize the district’s administration to submit a request to the School Budget Review Committee for a modified supplemental amount of $49,336 for open enrolled out students who were not included in the district’s previous year certified enrollment count. Motion carried, all ayes.

b. Limited English Proficient (LEP) Instruction Beyond 5 Years
Motion by John Beck and seconded by Josh Rausch to authorize the district’s administration to submit a request to the School Budget Review Committee for a modified supplemental amount of $3,045 related to the English language learning program for students who have exceeded five years of weighting that are included on the Fall 2021 certified enrollment headcount. Motion carried, all ayes.

  1. Consider Approval of Limited English Proficient (LEP) Allowable Cost
    Motion by John Beck and seconded by Sue McCauley to authorize the district’s administration to submit a request to the School Budget Review Committee for a modified supplemental amount of $11,892.71 related to excess costs incurred for offering the English language learner program in the prior fiscal year. Motion carried, all ayes.
  2. Consider Appointment of O’Brien County Conference Board Member
    Motion by John Beck and seconded by Brenda Kruse to appoint Josh Rausch as O’Brien County Conference Board member for the 2022 session. Motion carried, all ayes.
  3. Authorize Public Hearing Date for Resolution to Expend Funds from District’s Flexibility Account
    Motion by Sue McCauley and seconded by Josh Rausch to set Public Hearing Date of December 20, 2021 for Resolution to Expend Funds from District’s Flexibility Account for Purpose of Any School District General Fund Purpose. These funds, in the amount of $50,000, were unexpended and unobligated from Professional Model Core, Professional Development, and Preschool. Motion carried, all ayes.
  4. Consider Approval of Winter Sports Officials’ Contracts for Board President Electronic Check Signature
    Motion by John Beck and seconded by Brenda Kruse to approve winter sports officials’ contracts as presented for board president electronic check signature. Motion carried, all ayes.
    L. Personnel
  5. Resignations
    Motion by John Beck and seconded by Beth Sibenaller-Woodall to approve resignation of Alyssa Heeren, JH-HS Paraeducator. Motion carried, all ayes.
  6. Employment of Staff
    Motion by Brenda Kruse and seconded by Josh Rausch to approve employment of staff as follows:
    Kevin Hanlin – Model U.N. Sponsor @ salary of $360
    Clara Black – Van Driver @ $18.28 per hour
    David Pfaffle- Drivers Education Instructor Classroom/Driving @ a minimum salary (classroom instruction) of $3,500 ($70 per student/50 students per class completing the course); the District also agrees to compensate said teacher $65 for each student over the 50-student minimum for classroom instruction. In addition, the District will provide a salary of $170 per student (driving only) completing the course
    Karl Bahrke- Drivers Education Instructor (driving only) @ $170/per student
    Zach Schaver- Drivers Education Instructor (driving only) @ $170/per student
    Motion carried, all ayes.

  7. IASB Information
    President Gina Paulsen shared IASB information with the board. There are a lot of good opportunities to learn more about being a board member.
