Board of Education Regular Meeting/Public Hearing

Board Room – Paullina Site
A. Call to Order
The regular monthly meeting and public hearing of the South O’Brien Board of Education was held on Monday, June 21, 2021 at the South O’Brien School-Paullina Site Board Room. President Gina Paulsen called the meeting to order at 6:30 p.m.
B. Roll Call and Declaration of Quorum
Secretary Rupert read roll call. Present: John Beck, Brenda Kruse, Kevin Nelson, Gina Paulsen, Beth Sibenaller-Woodall; Absent: Julie Paulsen (joined via Zoom 8:15 p.m.), DJ Weber. President Gina Paulsen declared a quorum present. Also present: Superintendent Wade Riley; Secretary Sharla Rupert; Business Manager Dee Ann Lansink; Principals Mike Morran and Steven Bruder; Kent Faust, South O’Brien Insurance.
C. Adoption of Agenda
Motion by John Beck and seconded by Brenda Kruse to adopt agenda. Motion carried all ayes.
D. Public Hearing
President Gina Paulsen declared the Public Hearing opened at 6:33 p.m.

  1. Consider Bids (Quotes) for the following:
    a. Bakery Products: Motion by Kevin Nelson and seconded by John Beck to approve bid (quote) from Casey’s Bakery for bread products for the 2021-2022 school year. Motion carried, all ayes.
    b. Dairy Products: Motion by John Beck and seconded by Kevin Nelson to approve bid (quote) from Prairie Farms for dairy products for the 2021-2022 school year. Motion carried, all ayes.
    Board President Gina Paulsen declared Public Hearing closed at 6:37 p.m.
    E. Welcome and Delegation – none
  2. Citizens who have a place on the agenda may address the board on an issue of their concern during the discussion of that issue. Citizens who do not have a place on the agenda may address the board on any issue of their concern during the open forum of the regular meeting.
  3. Open Forum: The board may allow up to five minutes for citizens to discuss school matters with the board. Personnel matters are not to be discussed by or considered by the board until adequately considered by the administration.
  4. The open meeting law requires the posting of the board agenda more than 24 hours prior to the scheduled meeting. Topics not included on the agenda may be added only if good cause exists requiring expeditious discussion and/or emergency action on such matters.
    F. Consider Consent Items
  5. Minutes of Previous Meetings
    Motion by Kevin Nelson and seconded by Beth Sibenaller-Woodall to approve minutes of previous meetings. Motion carried, all ayes.
  6. Financial Reports
    a. Financial Statements
    Motion by John Beck and seconded by Beth Sibenaller-Woodall to approve financial statements. Motion carried, all ayes.
    b. Consider Payment of Invoices
    Motion by Kevin Nelson and seconded by Brenda Kruse to approve payment of invoices. Motion carried, all ayes.
    c. Payment of Encumbered Invoices obligated through June 30, 2021
    Motion by Beth Sibenaller-Woodall and seconded by Brenda Kruse to approve payment of encumbered invoices obligated through June 30, 2021. Motion carried, all ayes.
    G. Board Committee Reports – none
    H. Reports
  7. FY20 Audit – tabled to July meeting
  8. District Discipline Report: Mr. Morran and Mr. Bruder presented 2020-2021 discipline information.
  9. Principals’ End-of-Year Reports: Mr. Morran and Mr. Bruder presented 2020-2021 end-of-year reports.
  10. Lau Plan – Mr. Morran presented Lau Plan which must be reviewed and presented to the board annually.
  11. Reports by Administration
    a. Activities – Report as printed from Mr. De Zeeuw including reports from track, baseball, and softball coaches.
    b. Elementary – Mr. Morran presented monthly report including preschool enrollment, end-of-year activities, evaluations, summer projects, and other elementary school happenings.
    c. Secondary – Mr. Bruder presented monthly report including graduation, summer activities, summer school, thank you to staff and O’Brien County Emergency Management and Nurse during this past year’s COVID challenges, and other junior high/high school happenings.
    d. Superintendent – Mr. Riley presented monthly report including summer projects, positions, building handbooks, and thank you to Mr. Bruder for his service to the district.

  13. Consider Approval of District Insurance
    Kent Faust, South O’Brien Insurance presented the annual insurance summary for South O’Brien School. Motion by Kevin Nelson and seconded by Beth Sibenaller-Woodall to approve district insurance as presented. Motion carried, all ayes.
  14. Consider Approval of Equipment Breakdown Insurance Renewal
    Motion by Kevin Nelson and seconded by John Beck to approve Equipment Breakdown Insurance renewal as presented. Motion carried, all ayes.
  15. Consider Approval of Convection Oven for Primghar Kitchen
    Motion by John Beck and seconded by Beth Sibenaller-Woodall to approve purchase of a convection oven for the Primghar kitchen at quote of $7,149.00. Motion carried, all ayes.
  16. Consider Approval of Preschool Playground Equipment Bids
    Motion by John Beck and seconded by Kevin Nelson to approve highest bids for used preschool playground equipment (combo unit-$300, climber-$27, slide-$20, picnic table-$40). Motion carried, all ayes.
  17. Consider Approval of District Rebranding Guide
    Motion by Brenda Kruse and seconded by Beth Sibenaller-Woodall to approve district rebranding guidelines as presented from F8 Creative. Motion carried, all ayes.
  18. Consider Approval of Van Purchase
    Motion by John Beck and seconded by Kevin Nelson to approve purchase of 12-passenger van for $35,750.00 from Swain’s Motor Company. Motion carried, all ayes.
  19. Consider Approval of Fundraisers
    Motion by Kevin Nelson and seconded by Brenda Kruse to approve fundraisers as presented. Motion carried, all ayes.
  20. Consider Approval of 2021-2022 Registration Fees
    Motion by John Beck and seconded by Beth Sibenaller-Woodall to approve 2021-2022 registration fees as follows:
  • Breakfast: Student & Adult=$1.50;
  • Lunch: Grades EC-12=$2.75, Adult=$3.85;
  • Milk: Student & Adult=35¢;
  • Book Fees: Grades EC=$20, Grades TK-6=$35, Grades 7-12=$45;
  • Activity Ticket (optional): Student=$45; Adult Punch=$45/10, $85/20; Sr. Citizen (62 and above)=$35/10;
  • Class Dues (optional): Grades 9-12=$10/year;
  • Band Fees: $70/$40/year.
    Motion carried, all ayes.
  1. Consider Approval of 2022 Drivers Education Fees
    Motion by Kevin Nelson and seconded by Beth Sibenaller-Woodall to approve 2021-2022 drivers education fees of $360 for in-district students and $435 for out-of-district students with $50 deposit collected at registration and remainder to be paid before class begins. Motion carried, all ayes.

    N. Consider closed session to evaluate the professional competency of an individual where his appointment, hiring, or performance is being considered
    Motion by John Beck and seconded by Kevin Nelson to enter closed session at 8:52 p.m. Board back in open session at 9:50 p.m.

    Motion by John Beck and seconded by Beth Sibenaller-Woodall to adjourn at 9:50 p.m. Motion carried, all ayes.
