Sutherland, Iowa, City Council Meeting – February 3, 2025 – 7:00 PM – 110 Ash Street – Meeting Room
Mayor Pro Tem Bruce Engelke called the public hearing for the FY25 Budget Amendment to order. Roll call showed council members present were: Bruce Engelke, Johanna Homan, Nancy Kuehl, Patrick Nelson and Tyler Draper. Others present were: Lisa Olson, Steve and Wendy Koch, Mari Radtke, Devon Jones, Rich Van Beek, and Amanda Vanderhoff. There were no questions or comments on the budget amendment. A motion was made by Nelson seconded by Draper to adjourn from the public hearing. All in favor. Motion carried.

Others present were: Lisa Olson, Steve and Wendy Koch, Mari Radtke, Devon Jones, Rich Van Beek, and Amanda Vanderhoff. There were a few questions on the new zoning book. A motion was made by Draper seconded by Homan to adjourn from the public hearing. All in favor. Motion carried.

Others present were: Lisa Olson, Steve and Wendy Koch, Mari Radtke, Devon Jones, Rich Van Beek, Brent Koppie, and Amanda Vanderhoff.
A motion was made by Draper seconded by Kuehl to approve the agenda, previous minutes and clerk’s report. Roll call: Ayes – Engelke, Homan, Kuehl, Nelson and Draper. Motion carried.
No Guest.
Public comments: Steve and Wendy Koch were present to ask about the speed signs. The one on Waterman Street is not working and the one for HiView Street will be installed in the spring.
Council reviewed the bills and asked a few questions. A motion was made by Nelson seconded by Draper to pay the bills. Roll call: Ayes – Engelke, Homan, Kuehl, Nelson and Draper. Motion carried.
Economic Development report was given by Nelson. The board has been approached by a potential buyer of a lot at the Industrial Park. They discussed diving the remaining area at the Industrial Park into lots so there won’t be any unusable space left. The board is also wanting to start a commercial abatement plan for new or growing businesses in Sutherland, their plan is to offer a 100% abatement for 3 years.
Council was provided with Director Nancy Hill’s report.
The Fire and Ambulance report was given by Fire Chief Rich Van Beek. They had 6 ambulance calls and 1 mutual aid fire call. A motion was made by Homan seconded by Nelson to approve Rich Van Beek as Fire Chief. All in favor. Motion carried.
The Police Report was given by Chief Brent Koppie. Officer Will Roder will be leaving the department for deployment in March. Council asked Chief Koppie if they could get a copy of the department’s monthly numbers. Council would like Chief Koppie to talk to Officer Cain Junkman about additional insurance for Oliver before they approve it.
Communications and Topics for Discussion:
A motion was made by Nelson seconded by Draper to approve Resolution 2025-08: Resolution Amending the Current Budget for the Fiscal Year Ending on June 30, 2025. Roll call: Ayes – Engelke, Draper, Nelson, Kuehl, and Homan. Motion carried.
A motion was made by Draper seconded by Kuehl to approve Resolution 2025-09: Resolution for The City of Sutherland to Enter into a Loan Agreement with O’Brien County, State of Iowa. Roll call: Ayes – Engelke, Draper, Nelson, Kuehl, and Homan. Motion carried.
A motion was made by Nelson seconded by Homan to approve Resolution 2025-10: Resolution Approving Special Warranty Deed. Roll call: Ayes – Engelke, Homan, Kuehl, Nelson and Draper. Motion carried.
A motion was made by Nelson seconded by Draper to approve Ordinance 2025-001: Replaces the Previous City of Sutherland Zoning Ordinance Adopted on March 7, 1955 and Amendments Thereto Zoning Ordinance of the City of Sutherland, Iowa. Roll call: Ayes – Engelke, Draper, Nelson, Kuehl, and Homan. Motion carried.
A motion was made by Homan seconded by Draper to waive the seconded reading of Ordinance 2025-001. Roll call: Ayes – Engelke, Draper, Nelson, Kuehl, and Homan. Motion carried.
A motion was made Draper seconded by Kuehl to waive the third reading of Ordinance 2025-001. Roll call: Ayes – Engelke, Draper, Nelson, Kuehl, and Homan. Motion carried.
A motion was made by Nelson seconded by Draper to approve the liquor license for Legacy’s Bar and Grill. All in favor. Motion carried.
A motion was made by Draper seconded by Homan to approve letters of support for the Sutherland Fire and Ambulance, Sutherland Little League and Town and Country Saddle Club for the O’Brien County Community Foundation Grant. All in favor, Motion carried.
Standing Committee Reports:
Water – purchased 2,280,200 gallons.
Streets – Steve and Wendy Koch mentioned with some concern the condition of the culvert on Birch Street. Rich will check on it. The clerk called Blacktop Services again for a quote on street repairs. They have not called back. She is looking for other companies to contact.
Sanitation (sewer) – 2,123,000 gallons. Automatic Systems was here to clean, test and calibrate the flow meter. SCE will be here to do some manhole repairs.
Town Property – No report.
Park – Kuehl will start working on grants for repairs on the old concession stand building. Rich will get quotes.
Weeds and Debris – No report.
Lights – There are 3 lamppost lights out on 2nd Street. MidAmerican is unsure if the lights are their responsibility to change. The clerk will call them back.
Sanitary Service (garbage) – No report.
A motion to adjourn was made by Nelson seconded by Draper. All were in favor. Motion carried.
