Mayor Kay Gifford called the public hearing for the amendment of the 2023-2024 budget to order. Roll call showed council members present were: Patrick Nelson, Nancy Kuehl, Johanna Homan, Bruce Engelke, and Tyler Draper. Others present were: Rich Radtke, Mark Shriver, Rich Van Beek, and Amanda Vanderhoff. The clerk explained the changes to the budget. There were no comments or questions. A motion was made by Nelson seconded by Engelke to adjourn from the public hearing. Roll call: Ayes – Nelson, Kuehl, Homan, Engelke, and Draper. Motion carried.

A motion was made by Nelson seconded by Homan to adjourn from the public hearing. All in favor. Motion carried.

A motion was made by Engelke seconded by Homan to adjourn from the public hearing. All in favor. Motion carried.

A motion was made by Nelson seconded by Draper to approve the agenda, previous minutes and clerk’s reports. Roll call: Ayes – Nelson, Kuehl, Homan, Engelke, and Draper. Motion carried.
Rich Van Beek was present as a guest, to ask council about having chickens on his property. The current ordinance does not allow for chickens without written consent of council. The council would like the clerk to provide some more information on how other communities are handling chickens, so they can discuss it further at the June meeting.
There were no public comments.
Council reviewed the bills and asked a few questions. A motion was made by Nelson seconded by Homan to accept the bills. Roll call: Ayes – Nelson, Kuehl, Homan, Engelke, and Draper. Motion carried.
The Economic Development Board did not meet in April. There were 2 paints, 3 tear downs and 4 siding/soffit applications accepted for Spruce up Sutherland.
Council read through the library report provided by Director Nancy Hill. Council discussed the condition of the tree out front of the library.
The Fire and Ambulance report was given by Chief Mark Shriver. They had 8 ambulance calls. Chief Mark Shriver wanted to thank the community and businesses that made donations for Fireman’s Bingo.
A motion was made by Nelson seconded by Engelke to accept the resignation of Adam McQueen. All in favor. Motion carried.
Communications and topics for discussion:
The Sutherland Community Health Inc. made generous donations to the following: $1,000.00 – city sign, $3,000.00 – library, $5,000.00 – Park, $15,000.00 – Fire and Ambulance Department.
Mayor Gifford appointed Nelson and Kuehl to the wage and hiring committees.
A motion was made by Nelson seconded by Engelke to approve Resolution 2024-17: Amending the Current Budget for Fiscal Year Ending June 30, 2024. Roll call: Ayes – Engelke, Nelson, Draper, Kuehl and Homan. Motion carried.
A motion was made by Engelke seconded by Draper to approve Resolution 2024-18: Resolution Directing Sale & Authorizing the City of Sutherland to Enter into a Contract and Convey Real Estate Owned by the City of Sutherland. Roll call: Ayes – Nelson, Kuehl, Homan, Engelke, and Draper. Motion carried.
A motion was made by Draper seconded by Homan to approve Resolution 2024-19: Resolution Approving Executed Contract. Roll call: Ayes – Nelson, Kuehl, Homan, Engelke, and Draper. Motion carried.
A motion was made by Engelke seconded by Draper to approve Resolution 2024-20: Resolution Approving Special Warranty Deed. Roll call: Ayes – Nelson, Kuehl, Homan, Engelke, and Draper. Motion carried.
A motion was made by Engelke seconded by Homan to approve Resolution 2024-21: Resolution Directing Sale & Authorizing the City of Sutherland to Enter into a Contract and Convey Real Estate Owned by the City of Sutherland. Roll call: Ayes – Nelson, Kuehl, Homan, Engelke. Nays – Draper. Motion carried.

Standing Committee Reports:
Water – purchased 1,946,689 gallons.
Streets – Rich is still working on filling in potholes. Rich and Amanda will be attending a meeting with the county engineer on the M12 road construction project.
Sanitation (sewer) – 6,341,000 gallons to the ponds. Rich will start discharging the lagoons. Council discussed the sump pumps that are hooked into the sewer system.
Town Property – no report.
Park – The Park Board wants to find some volunteers to help with a clean-up day at the park. Council suggested calling 4H or the FFA.
Weeds and Debris – The city clerk will meet with the attorney about issuing fines to residents who have not complied with the letters send on their properties.
Lights – no report.
Sanitary Service (garbage) – no report.
A motion to adjourn was made by Draper seconded by Nelson. All were in favor. Motion carried.
