City Administrator, Jaynee Rushton, reported that a public hearing was scheduled to receive public comments on the Authorization of a Loan and Disbursement Agreement. Mayor Pro Tem Smith opened the public hearing calling for all written and/or oral comments. City Administrator Jaynee Rushton reported that Loan will not exceed $800,000 to finish the Lagoon Project. Having no written comments nor hearing any oral comments, Mayor Pro Tem Smith closed the hearing. It was moved by Councilmember Honkomp and supported by Councilmember Jenness to approve Resolution 2025-11 to approve Instituting Proceeding to Take Additional Action. Upon roll call vote, the vote was as follows: Ayes: Wittrock, Jenness, Honkomp, Smith. Nays: none. Absent: Miller. The Session then closed.
