Sutherland, Iowa Council Minutes
Sutherland, Iowa City Council Meeting – November 4, 2024 – 7:00 PM – 110 Ash Street – Meeting Room
Mayor Kay Gifford called the Council Meeting to order. Roll call showed council members present were: Patrick Nelson, Nancy Kuehl, Bruce Engelke, and Tyler Draper. Absent: Johanna Homan. Others present were: Mari Radtke, Mark Shriver, Dani Rehder, Beth Orthmann, Rich Van Beek, Brent Koppie, and Amanda Vanderhoff.
A motion was made by Nelson seconded by Kuehl to approve the agenda, previous minutes, and clerk’s report. Roll call: Ayes – Nelson, Kuehl, Engelke, and Draper. Absent: Homan. Motion carried.
Dani Rehder and Beth Orthmann were present on behalf of Noah’s Ark Daycare. They want to let the community know they are non-profit, not affiliated with the Church of Christ and the daycare provides service to nonmembers of the church. There have enough spots for 48 children but they can currently only hold 24 children because of staffing issues. The daycare is planning to hold fundraisers to help with the continuing rising costs.
No public comments.
A few questions were asked about the bills. A motion was made by Draper seconded by Nelson to pay the bills. Roll call: Ayes – Nelson, Kuehl, Engelke, and Draper. Absent: Homan. Motion carried.
The Economic Development report was given by Patrick Nelson. The Board discussed further development of sewer and water at the William’s Lots. Their marketing plan should be done by early winter. They will further discuss planting alfalfa at the Industrial Park and William’s Lots. They were contacted by the Community Fund Board about needing a member from Economic Development to serve on their board.
Library Director Nancy Hill provided council with her Director’s Report.
Fire and Ambulance Report was given by Chief Mark Shriver. They had 9 ambulance and 2 fires calls. Their EMT classes start next week. The first class is in Sheldon and the rest of the classes are in Sutherland.
Police Report was presented by Chief Brent Koppie. The department experienced a busy month. They were able to obtain body cams and tasers from other departments for no cost to the city. Officer Roder is currently working on getting the body cams set up. The department is working with the county IT on getting the Shield program working. The council was presented with a quote for 2 new radios, this will make it easier to communicate if there are multiple officers on a scene. The clerk will contact Jared Johnson with O’Brien County Emergency Management to make sure the radios are compatible.
Communications and topics for discussion:
A motion was made by Engelke seconded by Kuehl to approve the closing of 2nd Street from Ash Street to Pine Street on December 13, 2024 at 6 pm for the Christmas Parade. All in favor. Motion carried.
A motion was made by Engelke seconded by Draper to approve the Annual Financial Report for fiscal year 2023-2024. Roll call: Ayes – Draper, Engelke, Kuehl, and Nelson. Absent: Homan. Motion carried.
A motion was made by Draper seconded by Nelson to approve the Urban Renewal Report. Roll call: Ayes – Nelson, Kuehl, Engelke, and Draper. Absent: Homan. Motion carried.
A motion was made by Draper seconded by Engelke to approve Resolution 2024-33: Street Finance Report. Roll call: Ayes – Nelson, Kuehl, Engelke, and Draper. Absent: Homan. Motion carried.
A motion was made by Nelson seconded by Draper to approve Resolution 2024-34: A Resolution Approving a Rental Lease Between the City of Sutherland and the RL Johannsen Center. Roll call: Ayes – Engelke, Nelson, Kuehl, and Draper. Absent: Homan. Motion carried.
A motion was made by Nelson seconded by Draper to approve the zoning draft. All in favor. Motion carried.
A motion was made by Engelke seconded by Draper to approve John Westra’s bid of $400.00 for the tornado slide. All in favor. Motion carried.
Standing Committee Reports:
Water – 1,895,442 gallons in at the tower.
Streets/sidewalks – The clerk met with Blacktop Service for the FY25 street repairs.
Sanitation (sewer) – 1,067,000 to the ponds.
Town Property – The power steering on the snow plow is getting repaired. The council informed the clerk of trees that need to be taken down in the spring.
Park – The winter shelter will be going up. The new slide will be getting installed this week. The snow removal at the park will be reposted for bids to open at the December meeting.
Weeds and Debris – The city will be purchasing dirt to repair the road that was used for tree removals.
Lights – The clerk will contact MidAmerican about a light out on Birch Street.
Sanitary Service (garbage) – No Report.
A motion was made by Draper seconded by Nelson to adjourn. All were in favor. Motion carried.
