Sutherland, Iowa, City Council Meeting – February 5, 2024 – 7:00 PM – 110 Ash Street – Meeting Room
Mayor Kay Gifford called the public hearing for FY24 Budget Amendment to order. Roll call showed council members present were: Patrick Nelson, Johanna Homan, Nancy Kuehl, Bruce Engelke, and Tyler Draper. Others present were: Richard Radke, Mark Shriver, Dennis Templer, Todd Sohn, Lisa Olson, Rich Van Beek, Adam McQueen, and Amanda Vanderhoff. There were no questions or comments on the budget amendment. A motion was made by Homan seconded by Draper to adjourn from the public hearing. Roll call: Ayes – Nelson, Homan, Kuehl, Engelke, and Draper. Motion carried.

A motion was made by Nelson seconded by Kuehl to approve the agenda, previous minutes and clerk’s report. Roll call: Ayes – Nelson, Homan, Kuehl, Engelke, and Draper. Motion carried.
Guest: Todd Sohn addressed council with his concern about the tree removed at his property. The clerk will contact the City Attorney on how to move forward.
No public comments.
Council reviewed the bills and asked a few questions. A motion was made by Nelson seconded by Engelke to pay the bills. Roll call: Ayes – Nelson, Homan, Kuehl, Engelke, and Draper. Motion carried.
Economic Development report was given by Nelson. The Bell-Times-Courier will attend the next meeting to talk with the board about marketing businesses in town. Councilmember Draper will be joining the board, taking the spot held by Chase Cox. They discussed adding more signage along the highway to advertise the Industrial Park and new housing lots. The board is discussing new ways to get involved in Labor Day events.
No Library Report.
The Fire and Ambulance report was given by Fire Chief Mark Shriver. They had 7 ambulance calls, 1 fire call and 1 rescue call. Paul Hibbing has joined the Department. The Department voted to raise the rental fees at the fire station from $50.00 to $75.00. The new panels for the damaged garage door have been ordered. They voted to keep the old pumper but still trying to figure out the best storage for it.
The Police Report was given by Officer Adam McQueen. Officer McQueen went over his monthly numbers with Council.
Communications and Topics for Discussion:
A motion was made by Nelson seconded by Draper to Approve Resolution 2024-08: Resolution Amending the Current Budget for the Fiscal Year Ending on June 30, 2024. Roll call: Ayes – Engelke, Nelson, Draper, Kuehl, and Homan. Motion carried.
A motion was made by Draper seconded by Engelke to Approve Resolution 2024-09: Resolution Appointing City Attorney. Roll call: Ayes – Engelke, Nelson, Draper, Kuehl, and Homan. Motion carried.
A motion was made by Draper seconded by Homan to approve the liquor license for Legacy’s Bar and Grill. All in favor. Motion carried.
Standing Committee Reports:
Water – purchased 2,440,127 gallons. Ferguson will be issuing a credit for the water meters the city did not use.
Streets – Rich will start cold patching the potholes when the weather warms up.
Sanitation (sewer) – 2,599,000 gallons.
Town Property – Council received a bid from R1 Excavating to replace the dirt from the stump removals and reseed. The clerk is waiting on a quote from Bird Seed, LLC for a price on grass seed.
Park – The park did not have a meeting. They will discuss new members and removing the slide at the next meeting.
Weeds and Debris – The committee will start on properties in the spring.
Lights – The light by JTV was replaced
Sanitary Service (garbage) – No report.
A motion to adjourn was made by Draper seconded by Homan. All were in favor. Motion carried.
