A. Call to Order
President Gina Paulsen called the meeting to order at 6:31 PM.
B. Roll Call and Declaration of Quorum
Board members Beth Sibenaller-Woodall, Sue McCauley, Brenda Kruse, Gina Paulsen, and John Beck were present, while Josh Rausch and Richard Radtke were absent.  Quorum established.
C. Adoption of Agenda

  3. Financial Reports
    a. Financial Statements
    Board Secretary/SBO Aaron Giese provided the board with commentary on the school financials including receipts and expenditures, fund balances, and upcoming items to look for.

    b. Consider Payment of Invoices
    Board Secretary/SBO Aaron Giese highlighted some invoices and expenditures for the month and answered questions posed by board members.

  4. Reports by Administration
    a. Close Gap and 2nd Step Update/TLC Update
    Elementary counselor Ranae Negus provided information to the board regarding the close gap and 2nd step programs at the elementary building.

Instructional coaches Rebecca Miller and Tiffany Bahrenfuss provided an update to the board on the teacher leadership programs at both the elementary and secondary buildings.
b. Directors
Superintendent Wade Riley presented information to the board from the directors of the district including buildings, transportation, maintenance, nutrition, technology, and activities.
c. Elementary
Elementary principal Jean Steen presented an update to the board from the elementary building including 21st-century skills, positive climate and culture, and high performance and growth.
d. Secondary
Secondary principal Denise Phillips presented an update to the board from the secondary building including 21st-century skills, positive climate and culture, high performance and growth, facilities, and classroom visits.
e. Superintendent
Superintendent Wade Riley updated the board on a number of issues including Iowa school performance profiles, academic calendar work, the annual Iowa Association of School Boards conference, and upcoming dates to look for.

  1. Recognition of Staff, Students, and Patrons
    The board recognized agriculture science/industrial technology teacher and Future Farmers of America advisor Eric Kumm as he represented the state of Iowa at the 13th annual Heroes Game.

  3. Annual Reconciliation and Settlement
    a. Examine Records of Business Manager/Treasurer; Board Accepts Financial Records for FY23 Subject to Financial Audit Report
    Board Secretary/SBO Aaron Giese provided the board with a brief overview of the financial records subject to the FY23 audit and the annual treasurer’s report, which was approved by district treasurer Marty Weber.

    b. Review and Accept FY23 Nutrition Fund Balance Sheet
    Board Secretary/SBO Aaron Giese provided the board with a brief overview of the nutrition fund balance sheet for Fiscal Year 2023.

  4. Special Election Public Measure Vote – Revenue Purpose Statement – November 7 Official Results Recorded in Board Minutes
    Motion to accept the voting results and record in the minutes that the O’Brien County Board of Canvassers certified the November 7, 2023, special election results regarding the revenue purpose statement as follows:
    Yes – 564 votes
    No – 121 votes

  5. School Board Election – November 7 Official Results Recorded in Board Minutes
    Motion to accept the voting results and record in the minutes that the O’Brien County Board of Canvassers certified the November 7, 2023, school board election as follows:
    Director District 2
    Joshua Rausch – 624 votes
    Scattering – 4 votes
    Joshua Rausch to be duly elected to the office of South O’Brien Community School District – Director District 2
    Director District 4
    Beth Sibenaller-Woodall – 605 votes
    Scattering – 2 votes
    Beth Sibenaller-Woodall to be duly elected to the office of South O’Brien Community School District – Director District 4
    Director District 5
    Dallas Jalas – 52 votes
    Ben Eldridge – 17 votes
    Scattering – 35 votes
    Dallas Jalas to be duly elected to the office of South O’Brien Community School District – Director District 5
    Director District At-Large
    John Beck – 633 votes
    Scattering – 0 votes
    John Beck to be duly elected to the office of South O’Brien Community School District – Director District At-Large

  6. Recognition of Board Members for Service
    The board recognized member Brenda Kruse for her four years of dedicated service to the district.  Brenda will be presented with a plaque commemorating her service at a later date.
