Mayor Kay Gifford called the Public Hearing of the City Council of the City of Sutherland, Iowa, on the Matter of the Adoption of a Proposed Sutherland Urban Revitalization Plan to order. Roll call showed council members present were: Johanna Homan, Tyler Draper, Patrick Nelson, and Bruce Engelke. Absent: Chase Cox. Others present were: Elijah Helton, Joe Sweeney, Teresa Triplett, Elaine French, Nancy Hill, Mark Shriver, Steve Grothe, Tricia Draper, Mari Radtke, Nancy Kuehl, Rich Van Beek, Adam McQueen, and Amanda Vanderhoff. There were no questions or comments. A motion was made by Draper seconded by Homan to adjourn from the public hearing. All in favor. Motion carried.

A motion was made by Draper seconded by Homan to approve the agenda, previous minutes with corrections, and clerk’s report. Roll call: Ayes – Homan, Draper, Nelson, and Engelke. Absent: Cox. Motion carried.
Dennis Clark, O’Brien County Engineer, presented council with the M12 resurfacing project. The City of Sutherland will be responsible for an estimated $117,913.29 of the projects cost that fall within city limits. O’Brien County has offered the city a 5 year no interest loan to help pay the city portion of the project. The clerk will also apply for a grant through Northwest Iowa Planning & Development. Council member Engelke asked Dennis if the speed sign on M12 could be moved further south and if it was possible to get a bigger sign so it could be more visible to traffic heading north.

The Economic Development report was given by Patrick Nelson. The Board is looking for new members. They discussed marketing, social media and whether to continue the TIF at the Industrial Park.
The Library Report was given by Director Nancy Hill. They are receiving around 13-15 kids every Wednesday for the after school early out program. The city sign has been busy. They had a speaker that discussed “Rosie the Riveter”. The library will provide crafts for the kids during Hometown Christmas.
Fire and Ambulance Report was given by Chief Mark Shriver. They moved the old pumper to the city shed. It was questioned whether the vehicle could be sold. There is a couple potential new members and Sheri Drefke has joined the ambulance department. Bianca Shriver will take over Jeremy Burdt’s role as secretary. She will also be doing the scheduling for the renting of the fire station.
Police Report was presented by Officer Adam McQueen. Officer McQueen read through his report. The new electronic speed signs have arrived.
Communications and topics for discussion:
A motion was made by Engelke seconded by Draper to approve Resolution 2023-34: A Resolution to Enter into a 28E Agreement for Development Services between the City of Sutherland, Iowa and O’Brien County, State of Iowa. Roll call: Ayes – Engelke, Nelson, Draper, and Homan. Absent: Cox. Motion carried.
A motion was made by Engelke seconded by Nelson to approve the Annual Financial Report for fiscal year 2022-2023. Roll call: Ayes – Homan, Draper, Nelson, and Engelke. Absent: Cox. Motion carried.
A motion was made by Nelson seconded by Draper to approve the Urban Renewal Report. Roll call: Ayes – Homan, Draper, Nelson, and Engelke. Absent: Cox. Motion carried.
A motion was made by Nelson seconded by Draper to approve Resolution 2023-35: Street Finance Report. Roll call: Ayes – Homan, Draper, Nelson, and Engelke. Absent: Cox. Motion carried.
The city clerk presented council with the Iowa DNR – Sutherland Water Supply Sanitary Report.
The office will be closed November 21, 2023 for the clerk to attend a budget workshop.
A motion was made by Nelson seconded by Engelke to approve Resolution 2023-36: A Resolution Adopting the Sutherland Urban Revitalization Plan. Roll call: Ayes – Homan, Draper, Nelson, and Engelke. Absent: Cox. Motion carried.

Standing Committee Reports:
Water – 1,926,000 gallons in at the tower. Ferguson will finish installing meters at residents that are available. There was a discussion earlier in the meeting about implementing a valve exercise program and looking into GIS tracking to get an updated map of the city. The clerk will call SCE about hydrant repairs.
Streets/sidewalks – Street repairs will be discussed for next budget season.
Sanitation (sewer) – 3,125,000 gallons into the ponds. The ponds are still being discharged.
Town Property – The plow truck repairs are finished. There was a fuel leak, replaced a hydraulic wire, and replaced a brake valve. Rich will bring it to Zub’s for tires. The front tires on the pickup are getting replaced.
Park – The winter shelter will be going up. Schwebach Tree Service will be here to remove the trees at the park, library, Main and 2nd Street.
Weeds and Debris – The city purchased a pull-saw to trim over hanging branches on the city trees.
Lights – The light was replaced on the corner of High and 4th Street.
Sanitary Service (garbage) – No Report.
