Primghar Regular SessionJune 21, 2023

The Primghar City Council met in regular session on June 21, 2023, at 5:00 PM in the council chambers with Mayor Kurt Edwards presiding. Council present – Steve Wittrock, Tim Honkomp, Ryan Jenness, Ken Miller, and Kevin Smith. Staff present – Carol Chicoine, Sarah Rohwer, Jarrett Russell, and Denny Logan. Motion Jenness, approving the consent agenda, approving June 21st Agenda; Council Minutes from May 10 and May 17, 2023; Library Board Minutes from May 10, 2023; Golf Course Minutes from May 18 and June 15, 2023; Approval FY23-24 Tobacco Permit Pro Go; Approval Mary Schmitt Primghar Ambulance Team; Approval Odenbrett Primghar Junior Fire Fighter; Approval Kianna Johnson and Barb Rohwer Park Board; Renewal Kids Kampus and Primghar Community Building Leases; and Approval of Special Class C Retail Alcohol License with Outdoor Services for American Farm Company LLC at Fair Ground June 23, 2023. Second Wittrock, all ayes, motion carried.
During Citizens Concerns, Linda Walvoord was in attendance to express concerns about the buildings at Heritage Park. The buildings are not in good condition and need repairs. Council is currently in the process of setting up a meeting with the Heritage Park Board to discuss different things that the city could possibly do to preserve the buildings and the land around them.
Jarrett Russell and Denny Logan provided council with an update of different projects that the city employees have been working on including taking down trees, meter change outs, installing new campground 50 amp pedestals, the city’s street sweeper is back, Vander Haags in Spencer put a preowned box in on the 96 International truck, Cobblestone Days went good, and a discussion was had about trying to put water and sewer in at the shelter house at the park. Getting water to the shelter house would be the easy part of the project but for sewer there is not enough fall to go to the north towards the bathhouse.
Motion Honkomp Resolution Ratifying Change in Date for the Public Hearing on Proposed Resolution of Necessity on the 2023 Street Reconstruction. Second Miller, all ayes, motion carried. Motion Smith open Public Hearing on Proposed Resolution of Necessity. Second Jenness, all ayes, motion carried. Public Hearing opened at 5:29 pm. Justin Christensen with DGR Engineering was in attendance to explain the Flint method that was used to calculate the costs for assessments in the project area. Deborah and Timothy Callahan attended the public hearing and were able to ask questions about their proposed street assessment. Motion Smith to close the public hearing. Second Wittrock, all ayes, motion carried. Public hearing closed at 6:07 pm. Motion Honkomp to Defer a motion Consider Resolution with Respect to the Adoption of the Resolution of Necessity Proposed for the 2023 Street Reconstruction to the next Regular Council Meeting. Second Smith, Ayes – 3 Honkomp, Miller, and Smith. Nays – 2 Jenness due to schedule conflict had to leave at 6:00 pm, and Wittrock. Motion carried 3-2.
Motion Honkomp to open Public Hearing Plans and Specifications, Proposed Form of Contract, and Estimate of Cost for the Wastewater Treatment Plant. Second Wittrock, all ayes, motion carried. Public hearing opened at 6:10 pm. Mike Carr with DGR Engineering was in attendance to go over the two bids that were received for the wastewater treatment project. The lowest of the two bids that came in was from RP Constructors LLC out of North Sioux City, SD for $7.5 Million, which was 20% over the engineers estimate. Carr added that there is the option to rebid the project and see if the new bids would come in at a lower cost. Motion Honkomp to close the public hearing. Second Miller, all ayes, motion carried Public hearing closed at 6:49 pm. Motion Wittrock to Table Consider Resolution Approving Plans and Making Award of Contract for the Primghar Wastewater Treatment Plant until the next regular council meeting. Second Smith, all ayes, motion carried.
Motion Smith Resolution approving Audit RFP to TP Anderson for a total of $15,000 for 3 years. Second Miller, all ayes, motion carried. Motion Wittrock Resolution year end Transfers. Second Honkomp, all ayes, motion carried. Motion Honkomp EMC Liability Insurance Approval. Second Wittrock, all ayes, motion carried. Motion Honkomp Approving Fire Truck Sealed Bids to Parry Boogard for $8,055.01. Second Smith, all ayes, motion carried. Clerk Chicoine was able to give council an update on the Transmission Line and Generator. Great Plains Power has started some work on the transmission line. If any crop damage occurs, that will be the liability of Great Plains Power. The contractor for the generator has the contract and is still on track with the estimated completion date of late September to early October. Employee evaluations were also a topic of discussion. Council scheduled a workshop for Thursday July 6th at 4:30 to go over evaluations and discuss wage increases.
Motion Miller approving the May Finance Report. Second Honkomp, all ayes, motion carried. Motion Honkomp approving the June Claims and bills paid in vacation. Second Smith, all ayes, motion carried. For nuisance abatements, Darren Bumgarner is working with a resident that has multiple properties that are in violation of the nuisance ordinances and is working with them to get a timeline of when the properties will be cleaned up, 180 2nd St SW should be signing the deed over to the city within the next week, and 460 3rd St NW has until July 1st to clean up their property. Motion Wittrock to adjourn. Second Miller, all ayes, motion carried. Meeting adjourned at 7:34 pm.
