Archer Council Readdresses Old Business Items
The Archer Council revisited the proposed agreement with Primghar Public Library to provide library services to Archer residents. The agreement suggests volunteer work and paid work from Archer librarian Annee Carlson. The agreement is unclear about job responsibilities, hours or wages; and Councilperson Vanessa Harig asked about insurance or other concerns for volunteers. It was noted that the Archer library board is responsible to negotiate on behalf of an employee.
A new City Emergency Operation Plan was updated in response to council concerns about contact personnel, a meeting place in the event of a mass casualty or large scale event and other technical concerns. City Clerk Sandy Fritz reported that O’Brien County Emergency Director did most of the updates. Council will review the updates for discussion and perhaps adoption.
In new business council was presented with a building facility agreement with the Archer Reformed Church. The agreement provides a stipend to the church for use of the space for council meetings. The purpose is to maintain a separation of church and state.
Archer Reformed Church continues its Block Party plans. The Block Party is anticipated in September.
A past due garbage bill of $581.60 for a single customer was approved by council to certify the bill. This act allows the bill to be assessed to property taxes of the debtor.
Council discussed necessary upgrades to park equipment. The purchase of 4 new swings with chains was approved. Harig reported that 2 of the swings were cracked and presented a risk of injury. There are also 2 unused hooks available for swings.
Mayor Nathan Mueller reported that the park cleanup went well with a really good turnout.
