Paullina City Council Minutes 05/15/2023
The Paullina City Council met in regular session on May 15, 2023 in the Council Chambers, City Hall, 127 S Main St, Paullina, Iowa. Mayor Brenda Ebel Kruse called the meeting to order at 5:30 p.m. and led the Pledge of Allegiance.
Roll Call. Council Members present: Steve Heeren, Jay Jones, Jean Unrau, Carol Honkomp, Lexy Murphy. Mayor Ebel Kruse declared a quorum.
Also present: Deputy Clerk Michelle Wilson. Guests: Glenda Heithus & Kim Myers. Press: Radtke.
Motion by Unrau; second by Honkomp to approve agenda. All ayes. Motion carried.
Motion by Honkomp; second by Jones to approve minutes from 05/01/23 meeting with Gengler name corrections. All ayes. Motion carried.
Motion by Unrau; second by Honkomp to approve payment of claims. All ayes. Motion carried.
Motion by Unrau; second by Murphy to approve the application for Ben Eldridge to the Paullina Fire Department. All Ayes. Motion carried.
Motion by Honkomp; second by Murphy to approve the application for Lucas Burmakow to the Paullina Fire Department. All Ayes. Motion carried.
Motion by Unrau; second by Heeren to open public hearing for FY24 City Budget at 5:45 p.m. All ayes. Motion carried. No comments, concerns or questions were raised. Motion by Unrau; second by Jones to close public hearing at 5:45 p.m. All ayes. Motion carried.
Jones introduced a Resolution to accept and adopt the FY24 City Budget. Second by Unrau. Roll call vote: Ayes: Honkomp, Unrau, Jones. Nays: Heeren, Murphy. Resolution approved.
Public hearing for Mark/Kim Myers nuisance violation. Kim Myers asked for an extension to clean up their property due to Mark’s health issues. Motion by Jones to allow until June 15, 2023 for nuisance abatement; second Heeren. All ayes. Motion carried.
Special City Council Meeting set Tuesday, May 23rd 2023, at 5:30, for the hiring of the open Deputy Clerk Assistant position
Council Comments: Heeren brought up concerns over the smoke caused by the city burning at the tree dump. The question was raised if the city should bring in a chipper company. Heeren and Top agreed to work together to find a suitable solution for the disposal of tree rubbish.
Jean Unrau addressed the council and informed them she had received a call from Dave Richter. Swanson street was flooded and questioned if the drainage was working properly. Top indicated that he would do some checking on the drainage issue.
Carol Honkomp called the auditor, but has not received a call back.
Police Chief Nathan Bremer spoke about the Hwy 10 detour now in effect. He is trying to do more speed enforcement. He’s finding that offenders are often local & he has warned or ticketed speeding drivers.
Matt Dengler, Library Director, addressed the council. He asked if the city would consider allowing the library use of the city car. Dengler indicated that the car would be used to attend director meetings in Le Mars and regional director meetings in Des Moines. The council agreed that this would not be a problem as the Library is a part of the city.
Dengler also notified the city of the possibility of the Summer Reading Program showing a movie on the back wall of the library. Dengler will ask the neighbors if any of them have issues with the showing of the movie.
The library will also be providing sack lunches every Wednesday in June.
Open opportunity to address the council: Guest, Glenda Heithus, addressed the council asking if a building permit was necessary to replace a small portion of her existing sidewalk. Heithus was told that a permit was not needed. Heithus also informed the council that when the city removed a tree, the stump was not removed properly and the tree is now growing back. Heithus asked that the city re do the stump removal to halt the growth of the new tree.
Mayor Ebel Kruse indicated that the cleaning position will be posted again.
Motion by Murphy; second by Heeren to adjourn at 6:33 pm. All ayes. Motion carried. Brenda Ebel Kruse, Mayor
