Primghar Council Holds Public Hearings

The regular Primghar City Council meeting held Wednesday September 14 considered addressing mechanical issues becoming apparent in the old electric building. The boiler is tied into the generators, heating the building. Once the new the generator(s) are in place, off-site, the building will not be heated. The first easy step is to insulate the building. Additional heating methods are under discussion.
The electric lines from the substation are expected to be replaced in October or November, after the crops are out. Out of the 14 or 15 poles that needed replacement, 8 or 9 remain. Staff reported that the work on the electric system continues.
Council held a public hearing to enter into a $2.5 million electric revenue capital loan note. The public submitted no comments. Council approved the bond issue and the official use statement.
The second public hearing was to obtain comments by the public for the submission of a Community Development Block Grant (CDBG). The grant is to assist with the cost of sewer work. Council approved submitting the grant application.
City Clerk Carol Chicoine reported that at new grant for up to $500,000 was announced with a quick deadline. The grant is to assist communities with the cost of wastewater treatment. Council also approved the purchase of fraud insurance as required to qualify for FEMA funds.
The bill by engineering firm DGR for the work in the diesel generation to be built within the electric system for $176,000 was approved.
The fire departments purchase of a grass attack vehicle was approved.
The Primghar Skating Rink opens October 15 starting just nights. Afternoons will be added in November. Chicoine reported that groups are already coming.
