New Traffic Control Devices in Paullina
The Paullina City Council approved the “City Crews” to stripe parking lines at the school, at churches and at Maple Street Crosswalks. Markings, such as a crosswalk, is defined in the Paullina Code of Ordinances as a traffic control device. No markings have been applied to Maple Street. State law and, by adoption, Every intersection is considered a crosswalk whether or not it’s marked.
Four crosswalks were marked on Maple Street. The northernmost marking is at the bike trail entry, a half block south of Grand Avenue (Highway 10). Traveling south, a driver will encounter 2 crosswalks at the Maple Street and Groesbeck intersection. The fourth and final intersection with a newly marked crosswalk is at Maple Street and East Day Street.
A pedestrian entering a crosswalk, unmarked at an intersection or marked has the right of way over traffic. Oncoming vehicles to a crosswalk must slow or stop for a pedestrian in the crosswalk.
Warning signs near pedestrian crosswalks are often posted prior to the crosswalk to warn drivers. According to police chief Nathan Bremer, those warning signs are not required, but are best practice.
A crosswalk on the bike trail across the entry to Dollar General Store was also painted. It is not clear who painted the crosswalk there. The new traffic control includes stop signs to users of the trail. The approved motion made July 18 did not include that location or stop signs for the trail.
