A. Call to Order
President Gina Paulsen called the meeting to order at 6:30 p.m.
B. Roll Call and Declaration of Quorum
Secretary Rupert read roll call. Present: John Beck, Brenda Kruse, Sue McCauley, Gina Paulsen, Richard Radtke, Josh Rausch, Beth Sibenaller-Woodall. President Gina Paulsen declared a quorum present. Others present: Superintendent Wade Riley, Secretary Sharla Rupert, Business Manager Dee Ann Lansink, Principals Denise Phillips and Mike Morran, 10 American Government students.
C. Adoption of Agenda
Motion by Beth Sibenaller-Woodall and seconded by Brenda Kruse to adopt agenda. Motion carried, all ayes.
D. Public Hearing
President Gina Paulsen declared the public hearing open at 6:31 p.m.
- Consider Resolution Directing Expenditures of the School Flexibility Fund
Motion by John Beck and seconded by Sue McCauley to adopt Resolution Directing Expenditures of the School Flexibility Fund. Roll call vote: Ayes: John Beck, Brenda Kruse, Sue McCauley, Gina Paulsen, Richard Radtke, Josh Rausch, Beth Sibenaller-Woodall; Nays: none; Motion carried. Resolution is hereto attached and made part of these minutes.
President Gina Paulsen declared the public hearing closed at 6:33 p.m.
E. Welcome and Delegation – none - Citizens who have a place on the agenda may address the board on an issue of their concern during the discussion of that issue. Citizens who do not have a place on the agenda may address the board on any issue of their concern during the open forum of the regular meeting.
- Open Forum: The board may allow up to five minutes for citizens to discuss school matters with the board. Personnel matters are not to be discussed by or considered by the board until adequately considered by the administration.
- The open meeting law requires the posting of the board agenda more than 24 hours prior to the scheduled meeting. Topics not included on the agenda may be added only if good cause exists requiring expeditious discussion and/or emergency action on such matters.
F. Consider Consent Items - Minutes of Previous Meetings
Motion by Sue McCauley and seconded by John Beck to approve minutes of previous meetings as corrected with Richard Radtke’s vote recorded as abstain in the 11-15-21 Organizational Meeting Item K. 4. Motion carried, all ayes. - Financial Reports

Motion by John Beck and seconded by Josh Rausch to approve financial statements. Motion carried, all ayes.
b. Consider Payment of Invoices
Motion by Sue McCauley and seconded by Josh Rausch to approve payment of invoices. Motion carried, all ayes.
G. Reports - Reports by Administration
a. Activities
Report as printed including reports for Music, Basketball, Wrestling, Cheer/Dance activities.
b. Elementary
Mr. Morran presented report including building goals including activities to support behavior expectations, communication, assessments, and other school happenings.
c. Secondary
Mrs. Phillips presented report including building goals including activities to support community, climate/culture, academic and other school happenings.
d. Superintendent
Mr. Riley presented report including snow removal; 22-23 academic school calendar information; transportation, food service, and calendar updates. - Recognition of Staff, Students and Patrons
Thank you to Valero Hartley for their generous $10,000 grant to South O’Brien School Backpack for Kids.
H. Board Committee Reports - Finance/Negotiations
Meeting information was shared re: ideas of how to make up funding from loss of student enrollment including possible early retirement for classified staff. - Facilities/Transportation
Meeting information was shared re: transportation fleet update, bus bids, summer projects.

J. New Business - Consider Approval of Swanson Complex Budget
Motion by John Beck and seconded by Josh Rausch to approve the FY23 Swanson Complex Budget as presented per 28E agreement with the City of Paullina with ? paid by South O’Brien School and ? paid by the City of Paullina. Motion carried, all ayes. - Consider Approval of At-Risk/Dropout Modified Supplemental Amount Application
Motion by John Beck and seconded by Sue McCauley to authorize the district’s administration to submit application to the School Budget Review Committee in the amount of $198,251 for modified supplemental amount (MSA) for the purpose of At-Risk/Dropout Prevention program. Motion carried, all ayes. - Consider Resolution Ordering Election on the Question of Continuing to Levy and Impose a Voter Approved Physical Plant and Equipment Property Tax and Income Surtax
Motion by John Beck and seconded by Sue McCauley to adopt Resolution Ordering Election on the Question of Continuing to Levy and Impose a Voter Approved Physical Plant and Equipment Property Tax and Income Surtax. Roll call vote: Ayes: John Beck, Brenda Kruse, Sue McCauley, Gina Paulsen, Richard Radtke, Josh Rausch, Beth Sibenaller-Woodall; Nays: none; Motion carried. Resolution is hereto attached and made part of these minutes. - Consider Approval of Early Retirement
Motion by Sue McCauley and seconded by Brenda Kruse to approve early retirement package for 10-month ($5,000 cash and $25 per day of unused sick leave) and 12-month ($8,000 per year/5 years) classified staff employed by South O’Brien School for at least 15 years, 55+ years of age, minimum 30 hours per week contract. Motion carried, all ayes. - Consider Approval of Bus Bids
Motion by John Beck and seconded by Beth Sibenaller-Woodall to approve $133,958 bid from School Bus Sales for Bluebird bus to be delivered after July 1, 2022 (FY23). Motion carried, all ayes. - Consider Approval of Early Graduation Applications
Motion by Josh Rausch and seconded by Sue McCauley to approve early graduation applications for Mikayla Fiddelke, Lydia Hustedt, Melina Johanson, Orlando Medina, Raeonna Rohlfsen, Treven Tewes, Hunter Tjossem. Motion carried, all ayes.
K. Personnel - Resignations – none
- Employment of Staff
Motion by Sue McCauley and seconded by Brenda Kruse to approve employment of staff as follows:
- Cheyenne Olson – 6th grade teacher @ salary of $20,153.60;
- Jada Struve – JH/HS paraeducator @ $11 per hour;

M. Talking Points
Board members shared meeting highlights including good luck to the early grads; $10,000 Valero grant; good things happening at South O’Brien CSD.
