Sutherland, Iowa City Council Meeting – December 6, 2021 – 7:00 PM – 110 Ash Street – Meeting Room
Mayor Kay Gifford called the public hearing for the budget amendment to order. Roll call showed council members present were: Jack Wallinga, Johanna Homan, Patrick Nelson, Bruce Engelke, and Chase Cox. Others present were: Elijah Helton, Tyler Draper, and Nancy Hill. The City Clerk explained the reasons for the amendment and few questions were asked by Council. A motion was made by Nelson seconded by Homan to adjourn from the public hearing. Roll call: Ayes – Wallinga, Homan, Nelson, Engelke, and Cox. Motion carried.

Mayor Kay Gifford presented Jack Wallinga with a certificate of appreciation. She thanked Jack for his years of service to the City of Sutherland and all the help he has provided her.
Mayor Kay Gifford administered the Oath of Office to the new councilmembers – Johanna Homan and Tyler Draper.
Roll call showed council members present were: Jack Wallinga, Johanna Homan, Patrick Nelson, Bruce Engelke, and Chase Cox. Others present were: Elijah Helton, Tyler Draper, Nancy Hill, Mary Radke, and Mark Shriver.
A motion was made by Engelke seconded by Nelson to approve the agenda, previous minutes, and clerk’s report. Roll call: Ayes – Wallinga, Homan, Nelson, Engelke, and Cox. Motion carried.

Council asked a few questions on the bills. A motion was made by Homan seconded by Wallinga to pay the bills. Roll call: Ayes – Wallinga, Homan, Nelson, Engelke, and Cox. Motion carried.
Sharon Flinders was not present to give the Economic Development Report. Mayor Gifford read through an email from Sharon. They are getting in contact with Wittrock Land Surveying and DGR Engineering to plot the Williams Property. JTV wants to purchase a lot at the Industrial Park. The lot will be approximately 400 x 400. The Board is looking for at least 2 new members. A motion was made by Homan seconded by Cox to approve the Support the MidAmerican Trees Please Application. Roll call: Ayes – Wallinga, Homan, Nelson, Engelke, and Cox. Motion carried.
The Library Report was given by Nancy Hill. Nancy is now supplying Council with the daily stats of the library. This includes daily traffic, books, computer usage etc. Nancy’s new desk is set up and she was able to utilize part of the damaged desk. They will be taking sealed bids on some furniture and 4 computer they no longer use. The library will be participating in Hometown Christmas with golf on December 17th and crafts for kids and gingerbread house drawing on the 18th. Volunteers have been helping decorate the library for Christmas.
Fire and Ambulance Report was given by Chief Mark Shriver. They had 7 ambulance calls and 2 fire calls this month. Fire Fighter 1 classes will start at the department on December 9th. They have 3-4 members participating. The department will be participating in Hometown Christmas by helping with the s’mores station on December 18th.
Officer Derek Nixon read through his police report. He stated Brian Flikeid is waiting on feedback from council so he can move forward on the policy and procedures for the department. Officer Nixon asked council if they would be willing to let him take the squad car home. After a lengthy discussion no decision was made. The hiring committee will continue the discussion and bring decision to Council.
Communications and topics for discussion:
A motion was made by Nelson seconded by Engelke to approve the appointment of Jill Jurgensen, Rebecca Webster, Ed Johannsen, Liz Peters, and Johanna Homan to the RL Johannsen Board. All in favor. Motion carried.
A motion was made by Nelson seconded by Homan to approve the budget workshop dates and time of December 20th and January 17th at 6:00 pm. All in favor. Motion carried.
A motion was made by Nelson seconded by Cox to approve Resolution 2021-33: Resolution to Authorize the City of Sutherland to Enter into a Contract and Convey Real Estate Owned by the City of Sutherland and Fixing a Date on the Hearing Thereof. Roll call: Ayes – Wallinga, Homan, Nelson, Engelke, and Cox. Motion carried.
A motion was made by Homan seconded by Engelke to approve Resolution 2021-34: Resolution Authorizing the Cashing of the Fire/Ambulance CD#26033. Roll call: Ayes – Nelson, Engelke, Cox, Wallinga, and Homan. Motion carried.
A motion was made by Engelke seconded by Homan to approve Resolution 2021-35: Resolution Authorizing the City of Sutherland to Take over Ownership of the Community Sign and Funds Relating to the Sign. Roll call: Ayes – Nelson, Engelke, Cox, Wallinga, and Homan. Motion carried.
A motion was made by Nelson seconded by Cox to approve Resolution 2021-36: Resolution Amending the Current Budget for Fiscal Year Ending June 30, 2022. Roll call: Engelke, Nelson, Wallinga, Cox, and Homan. Motion carried.
A motion was made by Engelke seconded by Homan to approve street closure from the Security State Bank drive-thru on 2nd Street to Ash Street. Saturday 18, 2021 from 4:30pm – 7:30pm for Sutherland Hometown Christmas. All in favor. Motion carried.
Standing Committee Reports:
Water – 1,498,000 gallons in at the tower.
Streets – No report.
Sanitation (sewer) – 1,796,000 gallons into the ponds. Tony has started discharging at the ponds.
Town Property – Doors at the bus barn need repaired. Quotes will be ready by next meeting. Tony ordered springs to repair a garage door at the maintenance shed.
Park – Winter Shelter is complete.
Weeds and Debris – N Oak Street property has been cleared.
Lights – No Report.
Sanitary Service (garbage) – No Report.
A motion was made by Nelson seconded by Engelke to adjourn. All were in favor. Motion carried.
