South O’Brien School District Meeting Minutes Regular Meeting/Annual Meeting 11/15/2021 06:30 PM

A. Call to Order
President Gina Paulsen called the meeting to order at 6:31 p.m.
B. Roll Call and Declaration of Quorum
Secretary Rupert read roll call. Present: John Beck, Brenda Kruse, Kevin Nelson,
Gina Paulsen, Beth Sibenaller-Woodall, DJ Weber; Absent: Bobbi Honkomp. President Gina Paulsen declared a quorum present. Others present: Superintendent Wade Riley, Secretary Sharla Rupert, Business Manager Dee Ann Lansink, Principal Denise Phillips, Sue McCauley, Richard Radtke, Josh Rausch, four American Government students.
C. Adoption of Agenda
Motion by John Beck and seconded by Beth Sibenaller-Woodall to adopt agenda with omission of item I. 1. B. as that item is not needed. Motion carried, all ayes.
D. Welcome and Delegation – none

  1. Citizens who have a place on the agenda may address the board on an issue of their concern during the discussion of that issue. Citizens who do not have a place on the agenda may address the board on any issue of their concern during the open forum of the regular meeting.
  2. Open Forum: The board may allow up to five minutes for citizens to discuss school matters with the board. Personnel matters are not to be discussed by or considered by the board until adequately considered by the administration.
  3. The open meeting law requires the posting of the board agenda more than 24 hours prior to the scheduled meeting. Topics not included on the agenda may be added only if good cause exists requiring expeditious discussion and/or emergency action on such matters.
    E. Consider Consent Items
  4. Minutes of Previous Meetings
    Motion by DJ Weber and seconded by Kevin Nelson to approve minutes of previous meetings. Motion carried, all ayes.
  5. Financial Reports
    a. Financial Statements
    Motion by Kevin Nelson and seconded by Beth Sibenaller-Woodall to approve financial statements. Motion carried, all ayes.
    b. Consider Payment of Invoices
    Motion by John Beck and seconded by DJ Weber to approve payment of invoices. Motion carried, all ayes.
    F. Board Committee Reports – none
    G. Reports
  6. Reports by Administration
    a. Activities Director
    Report as printed including completion of fall activities and beginning of winter season activities.
    b. Elementary/Curriculum
    Report as printed including elementary building goals and activities.
    c. Secondary
    Mrs. Phillips presented report including junior high/high school building goals and activities.
    d. Superintendent
    Mr. Riley presented report including boiler updates, preliminary 22-23 calendar meetings, transportation and food service updates.
  7. Recognition of Staff, Students, and Patrons – see website for listing.
    H. Unfinished Business
  8. Consider Approval of Snow Removal Options
    Motion by Kevin Nelson and seconded by DJ Weber to approve purchase of a snow pusher and chains for the Primghar building Bobcat and to approve snow removal company for snowfall above what our equipment can handle. Motion carried, all ayes.
    I. New Business
  9. Annual Reconciliation and Settlement
    a. Examine Records of Business Manager/Treasurer; Board Accepts Financial Records for FY21 Subject to Financial Audit Report
    Motion by Beth Sibenaller-Woodall and seconded by John Beck to accept financial records for FY21 subject to financial audit report. Motion carried, all ayes.
    b. Review and Accept FY21 Nutrition Fund Balance Sheet – item omitted.
    J. Canvass Ballots
  10. School Board Election – November 2 Official Results Recorded in Board Minutes
    Motion by Kevin Nelson and seconded by DJ Weber to accept voting results and record in the minutes that the Board of Supervisors for O’Brien County certified the November 2, 2021 School Board Election as follows:
    Director District 1 – Sue McCauley received 505 votes, scattering received 2 votes. Sue McCauley to be duly elected for the office of South O’Brien Community School District – Director District 1.
    Director District 3 – Richard Radtke received 26 votes, Kevin Nelson received 15 votes, Darin Johnson received 4 votes, scattering received 17 votes. Richard Radtke to be duly elected for the office of South O’Brien Community School District – Director District 3.
    Director District 6 – Gina Paulsen received 462 votes, scattering received 5 votes. Gina Paulsen to be duly elected for the office of South O’Brien Community School District – Director District 6.
    Director District 2 – Bobbi Honkomp received 208 votes, Joshua Rausch received 321 votes, scattering 0 votes. Joshua Rausch to be duly elected for the office of South O’Brien Community School District – Director District 2.
  11. Recognition of Board Members for Service
    Superintendent Riley publicly recognized and thanked Kevin Nelson for his 14 years of service with a plaque and lifetime activity pass, DJ Weber for his 4 years of service with a plaque, and Bobbi Honkomp for her 4 months of service to the South O’Brien School District.
    K. Adjournment
    Motion by Brenda Kruse and seconded by John Beck to adjourn at 7:00 p.m. Motion carried, all ayes.
