November 10, 2021
The Primghar City Council met in regular session on November 10, 2021, at 5:00PM in the council chambers with Mayor Kurt Edwards presiding. Council present – Jack Black, Tim Honkomp, Ryan Jenness, and Kevin Smith. Absent: Ken Miller. Staff present – Sarah Rohwer, and Mike Warnke. Motion by Jenness, approving the consent agenda, approving November 10 agenda, council minutes from October 13 & 19, 2021; library minutes from October 13th, 2021; and PGCC Golf Board Minutes from October 21, 2021. Second Black, all ayes, motion carried.
No written or oral citizens’ concerns were received. Visitors, Brad Stevens with the O’Brien County Sheriffs Office gave an update on what has been going in the community. Now that the winter parking moratorium is in effect, Stevens explained that the first offense is usually a warning. If further issues arise then a ticket is issued. Leann Langfitt with the Primghar Public Library was able to give a quarterly update; circulation is up, the library is using the $5,000 in rescue funding to purchase a new laptop for inventorying the entire library, a microphone and speaker for various events and presenters, a projector, an iPad to help with virtual story time, and a kindle that will be circulated for patrons that would like to test out the Bridges website.
Mike Warnke gave council an update on projects that the city staff have been working on: dragging gravel roads; getting equipment ready for winter; training Mike Rosewall; pole testing; Warnke also mentioned that they plan on flushing hydrants withing the next 1-2 weeks. Motion Honkomp to open the Public Hearing on Rezoning Lots 6-7-8-9-10 Block 21 of Brocks and Stearns Addition of the City of Primghar from Single Family Residential to Light Industrial. Second Smith, all ayes, motion carried. Hearing opened at 5:06 pm. No public comments were received written or oral. Motion Jenness to close the public hearing. Second Honkomp, all ayes, motion carried. Public hearing closed at 5:07 pm. Motion Smith to Consider First Reading Ordinance 2021-04 Rezoning Lots 6-7-8-9-10 Block 21 of Brocks and Stearns Addition of the City of Primghar from Single Family Residential to Light Industrial. Second Jenness, all ayes, motion carried. Motion Jenness to Consider motion to waive second reading Ordinance 2021-04. Second Honkomp, all ayes, motion carried. Motion Black to Consider motion to waive third reading Ordinance 2021-04. Second Smith, all ayes, motion carried. Motion Jenness to Consider motion to adopt and publish Ordinance 2021-04. Second Honkomp, all ayes, motion carried.
City Attorney Bruce Green led council trough the proceedings of the sale of land to both Austin Sweeney, and Kelsey Fiddelke. Motion Smith to Consider Resolution Directing Sale & Authorizing the City of Primghar to Enter into a contract and Covey Real Estate Owned by the City of Primghar. Second by Honkomp, all ayes, motion carried. Motion Jenness Consider Resolution Approving the Executed Contract with Austin Sweeney for the City Lots 6-7-8-9-10 Block 21 of Brocks and Sterns Addition of the City of Primghar. Public Hearing opened at 5:19 pm. No written or oral comments were received. Motion Smith to close the public hearing. Second Jenness, all ayes, motion carried. Public hearing closed at 5:19 pm. Motion Jenness Consider First Reading and adoption of Ordinance 2021-05 Adopting of the City of Primghar 2021 Zoning Ordinances and Zoning Map. Second Honkomp, all ayes, motion carried.
Motion Honkomp Resolution Proposing the Annexation of Real Estate Located in the O’Brien County, Iowa Owned by the City of Primghar, Iowa, into the City of Primghar Iowa: Authorization for the Mayor and City Clerk to Execute an Application for Voluntary Annexation for Certain Real Estate owned by the City of Primghar, Iowa, Located in O’Brien County, Iowa, to be Annexed to the City of Primghar, Iowa; and Approval of the Executed Application for Voluntary Annexation for Certain Real Estate Owned By the City of Primghar, Iowa, Located in O’Brien County, Iowa, to be Annexed to the City of Primghar, Iowa and Moved Its Adoption. Second Jenness, all ayes, motion carried. Motion Honkomp Resolution Approving Professional Engineer Agreement with DGR and City of Primghar for $639,500 for Wastewater Treatment Project. Second Smith, all ayes, motion carried.
Motion Jenness Resolution closing Albright by American Reformed Church for Demolition Bell Tower. Second Black, all ayes, motion carried. Motion Smith approving the Snow Tracker’s Map. Second Honkomp, all ayes, motion carried. Motion Jenness Township Agreement increase 2.53% from $295.50 to $303.00. Second Smith, all ayes, motion carried. Motion Jenness to table Urban Revitalization. Second Honkomp, all ayes, motion carried. Council briefly discussed the results of the pole testing that was done by Utility Asset Management Inc. Only 3 poles out of the 49 that were inspected need to be replaced.
Council was given information with two quotes, one from A&B Business Solutions and one from Access Systems, for copiers to replace the current copier in City Hall. The lease for the current copier will end in a year, but if a decision is made now the price at this current time will still be honored when the lease is up. Motion Jenness to approve locking in the price of a new copier. Second Honkomp, all ayes, motion carried. Motion Honkomp approving the October Finance Report. Second Smith, all ayes, motion carried. Motion Smith approving November Claims to be paid and bills paid in vacation. Second Jenness, all ayes, motion carried. Thor Klinker was present to inform council that the Lenz case is still waiting on a ruling. Motion Honkomp to adjourn regular session. Second Smith, all ayes, motion carried. Meeting adjourned at 5:37 pm.
