June 21, 2021
A regular meeting was called to order this date by Mayor John Ihle. Roll call was answered by Council Members Jean Unrau, Carol Honkomp, Lexy Murphy, Steve Heeren and Jay Jones; City Clerk Sandy Fritz, Public Works/ Water/Wastewater Superintendent Chris Erdmann and Electric Superintendent Kelly Top, Chief of Police Nathan Bremer and Officer Trenton Morton. Also present: Heath Richter and Garrett Hohbach.
The following proceedings were had, to-wit:
Unrau moved and Honkomp seconded the motion to approve the agenda for the June 21, 2021 regular meeting with the addition of the approval of 2 liquor licenses. Motion carried by all ayes.
Murphy moved and Honkomp seconded the motion to approve the Treasurer’s Report for the month of May 2021. Motion carried by all ayes.

AUDIENCE
Top reported they are working on two electric services. Erdmann reported they are sweeping streets and preparing for the Gemboree. Fritz read a thank you card from Missouri River because the city has been a valued customer of theirs for 55 years. The Household Hazardous Material Trailer will be in Paullina on August 3, from 9-11 in front of city hall.
Heath Richter, from Black Hills Energy, introduced Garrett Hohbach to the council as the new Customer Service Technician for the Paullina area for Black Hills Energy.
The Paullina Public Library will be installing a new sign in their rear parking lot. The sign will state that the parking area is for employees or patrons only. A dog issue was also discussed.
The contract from RML Architects for a new fire station was reviewed. The council instructed City Clerk Fritz to contact RML and ask them to come to the next meeting to clarify some of the contract terms.
Murphy moved and Unrau seconded the motion to approve the bid from The Concrete Guys to repair the broken concrete on the bike trail for $18,750. Motion carried by all ayes.
Fritz will revise the current the mowing ordinance so the properties get mowed in a timely manner and adjust the height from 12” to 8”.
Honkomp moved and Jones seconded the motion to contract with Musco to replace the city ball diamond lights for $178,298.00. Motion carried by all ayes.
Discussion was had on enforcing or changing the current City of Paullina’s dog ordinance. Morton will provide a new ordinance the City of Woodbine implemented.
Discussion was had on police staffing. No definite plan has been developed yet.
Honkomp moved and Unrau seconded the motion to send Nuisance Violations to 208 N Wood Street – property maintenance, 110 E Day – junk vehicle, 218 E Grand – property maintenance – roof and a courtesy letter to 219 S Rutledge – junk vehicle and weeds. Motion carried by all ayes.
The Zoning Ordinance violation has been corrected by the owner.
Heeren moved and Unrau seconded the motion to approve the Employee Committee’s Wage Recommendation for FY 21-22. The wage increases are as follows:
Kelly Top and Kaden Hewlett – 9%
Chris Erdmann – 4%
Whitney Engelke – 5%
Sandy Fritz – 7%
Nathan Bremer – $1,000
All others employees – 3%.
Motion carried by all ayes.
The steps in the City of Paullina’s Water
Conservation Plan were reviewed. At this time the plan will not have to be implemented but, we will continue to monitor the well levels. We may need to implement the plan in the near future. Please remember to conserve water. “Resolution for Fiscal Year ended June 30, 2021.” Honkomp seconded the motion to adopt. Roll was called and the vote was a follows:

$7,646.50 from the Emergency Fund to the General Fund for Ambulance Replacement.
$1,000 from the Water and Electric Fund to the General Fund for Equipment/Vehicle Replacement.
$19,223 from the Electric Fund to the General Fund for Street Lighting.
$1,250 from Water Fund and $3,630 from the Electric fund to the General Fund in Lieu of taxes for FY 2022.
$10,107 from the Electric to the Sewer for electric use.
Local Option Sales Tax to General Fund 10% and Debt Service Fund 90% each month for FY 2022.
$48,286.53 from TIF2 to Debt Service and $29,339.83 TIF #3 to Debt Service.
Mayor declared the resolution as adopted.
Unrau moved and Honkomp seconded the motion to approve a Class E Liquor License, Class B Wine Permit, Class B Native Wine Permit, with Sunday Sales for Casey’s General Store #3730. Motion carried by all ayes.
Murphy moved and Unrau seconded the motion to approve an Outdoor Services Area for Juniors Bar and Grill for June 26 – 27, 2021. Motion carried by all ayes.
The time being 7:15 P.M. Unrau moved and Heeren seconded the motion to adjourn. Motion carried by all ayes.
