Primghar Council Approves Contract and Purchase Agreement

The council voted to approve the consent agenda which included the Library Board minutes, the golf course board minutes, Pro-Go and Shortee’s tobacco permits and accepting the liquor license from Sweeney’s Clubhouse to serve at the Cobblestone Days Street Dance. The resignation of Leon Hunt from the Library Board was accepted with regret and with gratitude for his many years of service to the library. His term expires July 1, 2021. Mr. Hunt is unsure how many 6-year terms he has served, but says, “I have served for a long time. I’ve enjoyed it.” He also explains he has learned a lot about the library business and how a library runs. The library board also approved purchases to be reimbursed by the American Rescue Plan Act. Each library is eligible to apply for up to $5000 of additional funding for specific purchases including some furniture and technology. It was also reported that circulation in all categories were up during the month of April. The golf board report included new pricing for the golf course. 9-hole green fees – $14; 9-hole cart-$15; 18 hole green fees – $25; 18 hold cart – $25 and 4 person with 2 carts any day – $100. All day Friday golf at $25 per person remains. A search for cart replacement is ongoing. Carts at auction sold for more than was budgeted. It was reported that the city plans to budget for 5 new carts next year and seats will be recovered.
Kevin Mars requested placing “RESERVED” signs on campgrounds at the Fair Grounds before the fair. The Fair is scheduled for July 22 – 27, 2021. The construction crews working on Highway 59 have been filling the campgrounds during the season, but may be away the week before. The Fair Board members want to be sure that Fair-goers can camp at the campgrounds. The request was approved.
A public hearing was held for the city to enter into a contract and agreement to sell 2 lots, lots 19 and 20 of Randolph Estates Addition, to PAC. No public comments were submitted in writing and no one was present on the issue. Council approved the sale of property.
Kristin Triplett and Amanda Rausch submitted an application for tax abatement for on the purchase of property in the Industrial Park. The plan is to build an 80’ x 240’ warehouse. The council was unable to pass the resolution to approve the abatement application. The ground in the Industrial Park is in a TIF district. Officials are looking into if the city can change the specific parcel or some other arrangement. The Industrial Park was put into a TIF District in 2020 for the purpose of using the improvement increment of tax dollars from new construction to pay for infrastructure to the area, including paved streets.
