Public hearing for the FY24 budget amendment was postponed.
Mayor Kay Gifford called the council meeting to order. Roll call showed council members present were: Johanna Homan, Nancy Kuehl, Bruce Engelke and Tyler Draper. Patrick Nelson was absent. Others present were Richard and Mary Radtke, Mark Shriver, Rich Van Beek, Adam McQueen, and Amanda Vanderhoff.
A motion was made by Draper seconded by Homan to approve the agenda, previous minutes and clerk’s report. Roll call: Ayes – Homan, Kuehl, Engelke and Draper. Nelson was absent. Motion carried.
No Guests.
No Public Comments.
Council reviewed and asked a few questions on the bills. A motion was made by Homan seconded by Engelke to pay the bills. Roll call: Ayes – Homan, Kuehl, Engelke and Draper. Nelson was absent. Motion carried.
Economic Development did not meet in December.
Nancy Hill was absent. The Library Board did not meet in December. Council asked that the library board look into more quotes for the door repairs and to contact the State Library of Iowa on the ADA compliances. R1 Excavating has offered to donate the labor, with the library providing the dirt and grass seed, to grade the backyard.
Chief Mark Shriver gave the Fire and Ambulance report. There were 10 ambulance calls and 1 fire alarm call at the Willoway. They did not meet in December, so there is no decision on the old pumper truck.
Officer Adam McQueen gave his police report. Council finalized their decisions on the placement of the speed signs on M12 and Waterman.

A motion was made by Homan seconded by Draper to approve Resolution 2024-01: “Resolution to Appoint City Clerk”. Roll Call: Ayes – Engelke, Draper, Kuehl, and Homan. Absent: Nelson. Motion carried.
A motion was made by Draper seconded by Engelke to approve Resolution 2024-02: “Resolution Naming City Depositories”. Roll Call: Ayes – Engelke, Draper, Kuehl, and Homan. Absent: Nelson. Motion carried.
A motion was made by Engelke seconded by Draper to approve Resolution 2024-03: “Resolution Adopting Investment Policy”. Roll Call: Ayes – Engelke, Draper, Kuehl, and Homan. Absent: Nelson. Motion carried.
A motion was made by Draper seconded by Homan to approve Resolution 2024-04: “Resolution Authorizing the City Clerk and Mayor to Pay Certain Claims Prior to Council Approval”. Roll Call: Ayes – Engelke, Draper, Kuehl, and Homan. Absent: Nelson. Motion carried.
A motion was made by Draper seconded by Kuehl to approve Resolution 2024-05: “Resolution Authorizing the Mayor, Mayor Pro-tem, and City Clerk to Execute Certain Financial Institution Documents”. Roll Call: Ayes – Engelke, Draper, Kuehl, and Homan. Absent: Nelson. Motion carried.
A motion was made by Engelke seconded by Draper to approve Resolution 2024-06: “Resolution to Appoint City Attorney. Ayes – Engelke, Draper, Kuehl, and Homan. Absent: Nelson. Motion carried.
A motion was made by Homan seconded by Kuehl to approve Resolution 2024-07: “Resolution Approving the Bell-Times-Courier as the Official Publication for the City of Sutherland. Ayes – Engelke, Draper, Kuehl, and Homan. Absent: Nelson. Motion carried.
Mayor Gifford appointed Mayor Pro-tem Bruce Engelke and the new Standing Committees. These can be found on the city website.
Council looked over new estimates from Schwebach Tree Service and decided to add Oak Street and 3rd Street to this year’s tree removals. This will be reflected on the new budget amendment.
A motion was made by Homan seconded by Kuehl to set the new public hearing for the FY 24 budget amendment for February 5, 2024 at 7:00 pm. All in favor. Motion carried.
Budget workshop is set for January 22, 2024 at 6:00 pm.
Standing Committee Reports:
Water – 1,932,690 gallons.
Streets – The clerk will notify the museum that they need to repair the road on Washington. Mayor Gifford asked Rich if he could repair the bigger potholes before it snows.
Sanitation (sewer) – 2,259,000 gallons to the ponds.
Town Property – The clerk will get quotes for dirt to fill in the holes left from the stump removals.
Park – no report.
Weeds and Debris – The clerk will contact the city attorney on municipal infractions in town.
Lights – Light at the park as been repaired. The Clerk will notify MidAmerican of a light out at JTV.
Sanitary Service (garbage) – Rich will pick up Christmas trees and take them to the tree dump for residents.
